Drawing 2 of 3 requires that the Contractor verify the designated deck repair areas. Under Code 818.9903, Thielsch is to perform field testing, including hammer sounding. Please clarify how the concrete repair areas will ultimately be identified and accepted. |

| Answer: The concrete repair areas are shown on the plans and shall be verified by the contractor. Any modifications to the repair areas shall be approved by the engineer. The hammer sounding specified in item code 818.9903 is hammer sounding of the installed FRP, not the bare concrete surface. |

| Question: For Item Code 818.9903, Thielsch requires the Contractor to provide "access" to the underside of the bridge for eight business days. Please provide details of the "access" they require to perform inspection and testing. |

| Question: There are specific requirements in the Specifications with respect to previous experience for the FRP installer, and the entity performing the concrete repairs. In addition, the FRP installer and concrete repair contractor/subcontractor must be one in the same. In additon, the "same person" meeting the specificed qualification criteria must have performed both the conrete repairs and the FRP installation. On previous projects, the DoT seems to view experience requirements as guidelines, rather that mandates that will be enforced. Please acknowledge the experience requirements for 2009-CB-099, and confirm that conformance therewith will be pre-condition for contract award. |

| Answer: The experience requirements are covered in both Special Provisions 818.9901 sheet JS-9 and 818.9902 sheets JS-14 and JS-15 and they are part of the shop drawing review process.They will not be a pre-condition for contract award. |

| Question: The Phase 1 Completion date is September 3, 2010. Substantial Completion is October 28, 2011. The only work following Phase 1 Completion is the one-year bridge test performed by the single-source captive subcontractor designated by the DoT. If the 1 year bridge test and report are not completed by the Substantial Completion date, who is responsible for the Liquidated Damages of $300.00/day. |

There appears to be no performance and payment bond included in this subcontractor's scope of work as structured by the DoT. Please confirm that the Prime Contractor will not be held responsible, should this subcontractor fail to complete the testing and rating work defined in their scope of services. |
