On page 13 of the Request for Qualifications, the contractor has to provide a written statement they will maintain a OJT program achieving the required Training hours. The Trainee hours listed is 50,000 hours. Sakonnet River Bridge project required 5,000 hours, the I-Way Contract 7 required 12,000 hours and I-Way Contract 8 required 8,000 hours. Is the 50,000 hours correct?

(5)If the lead contractor does not use the SF-330 and includes standard resumes do they count toward the page limit? In the interest of continuity can the contractor opt to use the SF 330? (6)The RFQ on page 15 specifically instructs the lead contractor to use sections F and G of the SF 330, “Lead Contractor (Section F and G of SF 330): Identify three (3) relevant projects…” So in your confirmation in a previous question that “the SF 330 applies only to the lead design entity” did you mean sections A,B,C of the SF 330 or all sections including F and G apply only to the design entity? Please clarify? (7) On pages 15-16 under 2. Respondent Team Experience in bullets 1 and 2 you ask that the lead CONTRACTOR and lead DESIGNER each identify three (3) relevant projects (a total of 6). Is this a maximum number of projects or could we provide more? Further, later in that section (bullet 8) you ask that the RESPONDENT list three (3) relevant previous projects actively worked on in the past 5 years and in the $40 Mil or greater range. Are these 3 additional projects to the 6 already required or can these be 3 from the 6 listed previously? Also are the initial 6 projects requested required to be from the past 5 years and in the $40 Mil or greater range?

(1)Please confirm that the “copy of RIDOT’s original Request for Qualifications” to be included in each copy of the SOQ needs only to consist of the 25 page main document and DOES NOT need to include the blank forms that were attached to the solicitation. (2)In relation to the additional required forms (Debarment, Lobbying, and Disclosure) that must be submitted by each DB team member please define “DB team member.” Besides the Lead Contractor and Lead Designer does this include subcontractors? (3)Please confirm that the DBE goal statement and the on-the-job training statement DO NOT count toward the page limit. (4)Since the SF 330 does not count toward the page limit and the organizational chart is listed as section D of the SF 330 does it also NOT apply toward the page count?

Respondent Team Experience" that was previously required to be included in a Design/Build SF330 should be located in the 35 page SOQ and only applicable projects should be included in the Lead Designer SF330. 3) Please confirm that the "arbitration and litigation" (page 16) requirement may be included as an "Exhibit". 4) Please confirm that "3. Page 11 of SOQ requires "that the Lead Designer hold Professional Liability insurnace (minimum $5MIL) and valuable paper insurance (Minimum $500,000)". Both of these requirements exceeds the existing RIDOT requirements. Is proof of the ability to obtain these extra limits acceptable for the SOQ?
Answer:
Yes. Formal letter from the LEAD DESIGNER'S Insurance Agent stating that LEAD DESIGNER can provide the insurance requirements in the specific amounts cited is acceptable in the SOQ; RFP submission will require actual certifications (ACORD-25 FORM) with Policy Nos. and expiration dates cited.

Ans: A QC specification similar to the Section 601spec attached to the RFQ will be part of the RFP. RIDOT’s Master Schedule for Sampling, Testing, and Certification of Materials is on RIDOT’s Website. To access, click Engineering on the left, then click Materials and Research on the left, then click Master Schedule on the right. The RFP will also require that the project be built in accordance with the FHWA’s Code from Title 23 for quality requirements for Design-Build projects. 2. The maximum page count for the body of the SOQ is 35 pages. Please confirm that this would consist of 18 sheets of paper, double sided. Ans: Yes. 3. If needed for presentation purposes, would an 11"x17" sheet, neatly "Z" folded into the proposal, be acceptable? Ans: Yes. 4. Does the Table of Contents count toward the total page count? Ans: No. 5. The RIDOT or its designee will perform all Acceptance Testing on the project, and will also perform Independent Assurance activities. 7. Do the SF-330 forms count towards the page count? Please confirm that only the Design entity is required to complete the SF-330, and that the Contractor can provide standard resumes to demonstrate experience of personnel. Ans: No. The SF-330 applies only to the Design entity.

Has the Department secured funding for this project? If not, how confident is the Department that funding can be committed for the project as described in the RFQ?
Answer:
The Department has submitted a TIGER Grant application to the USDOT, and a formal response will be issued no later than January 17, 2010. The Department presently does not have enough funds secured to complete the project on the proposed schedule absent the TIGER Grant Funding. If the TIGER funds requested are received, then the Department will advertise the RFP approximately February 2010, and the project will be completed as described in the RFQ. If the TIGER application is unsuccessful, the Department may use funds presently in the Transportation Improvement Program to finish Final Design, and complete the project by the traditional Design-Bid-Build method. It is anticipated that the project would be advertised in late 2010. Under traditional Design-Bid-Build, the project will be spread out over a longer period of time so that the Department can simultaneously address the State’s other transportation needs. The RFP will not be advertised if the TIGER Grant application is unsuccessful, or if other Federal funds are not secured.
