Question:
Addendum #2 added page JS-101 that included a statement of intent to comply. Please verify that this form will be signed by the actual contractor, not bidders for the project. Only certain forms are supposed to be signed and included with bids. Otherwise the bid could technically be considered informal.
Answer:
This does not need to be signed for the bid opening, but does need to be signed prior to award.

Question:
Please review Quantities and locations for this contract. There seems to be items with quantities beyond the end of project. Item 401.1000 19.0 HMA includes 4000 tons of mix beyond project limits. Also, there seems to be quantities associated with the sewer line. It calls out Permanent Sewer and Sewer. Please clarify why there seems to be temporary patches for this work when there is no sewer work on the project.

Question:
On page CS-3, paragraph "F" under National Grid Gas refers to National Grid purging the old gas main. It further describes the contractors responsibility to hire Clean Harbors to provide open top containers to accept removed sections, have the pipe cleaned, and dispose of the pipe. Is it anticipated that sections of old gas pipe are to be replaced? There is no bid item to account for gas work of this type. If RIDOT feels this work will be necessary for this project should an allowance be added to the bid items to handle the situation?
Answer:
Removal of existing gas mains is not anticipated in this contract.

There seem to be issues/lack of information for the following drainage structures: 4.2.0 @ 136+90RT - Please provide a Rim Elevation or Elevation of nearby pavement 3.3.2 @ 177+14 LT - This station is not included in this project and there are no plans for it(project ends at 152+00) 3.3.2 @ 60+71 RT - No Rim, Inverts or any other elevation information 3.4.1 @ 81+36 RT - No Rim, Inverts or any other elevation information 3.4.1 @ 89-75 RT - Not Shown on Plans Please address these issues so the drainage structures can be bid accordingly.

Please verify that Item #27 - Gravel Borrow will be used to pay for replacement of any unsuitable backfill material up to the bottom of the gravel base course at water, or drainage trenches.
Answer:
Common borrow will be acceptable. This will be revised by upcoming addendum.

Question:
There are numerous bid items with quantities that extend two decimal points past a whole number. These can cause problems with extending of unit prices due to totals that extend out past two decimal places. The computer will round off either up or down but will not be accurate. Is it possible round the bid quantities to whole numbers?
Answer:
The RIDOT feels the Quantities are correct for this project.
