Question:
Since the addendums removed the accelerated portions of the bridge (precast items) and the bridge is conventional construction, how does the desincentives and incentives apply to the project? Has the Department performed a time determination without ABC to see if the completion date can be met?
Answer:
The project is still considered ABC due to the limited time constraint for completion. The incentive / dis-incentive still apply per the JS specifications accordingly. The precast items are not necessary to achieve the required substantial completion date. Due to the extended advertising time for this contract, the contract milestone dates will be extended accordingly as part of Addendum No. 8. Addendum No. 7 will postpone the bid opening until 1/17/18 to provide time to account for these changes.
