Sheet 5 note 12 states that control of water and dewatering required to perform the work is considered incidental to the work. Please clarify where this is required.

The Contractor shall be responsible for identifying the locations requiring control of water and dewatering.

Question:
The plans show areas on deck for concrete repiars. Please clarify if the repairs are top side or overhead repairs. It is very difficult to tell since the plans don't indicate that they are reflective plans of the deck.

Concrete repairs shown on the plans are overhead repairs.

Question:
Note 1 on sheet 7 for the deck repairs states that the deatil shall apply to topside and overhead deck repairs. Usually overhead repairs are paid under 817.2110 - repairs to structural concrete (patching mortar). Please clarify that overhead repairs are paid under 817.2210. The material for deck repairs as stated in 818.2020 is Concrete XX which is not an overhead mortar material.
Answer:
Overhead deck repair quantities will be moved to Item 817.2110 by addendum. A quantity for topside deck repairs will remain for repairs identified by the Engineer following pavement removal.

Note 1 on sheet 7 for the deep concrete repairs states that reibforcing is included in the unit price. The RIDOT states that rebar shall be paid on force account because it will be difficult to quantify since it is unkown until it is uncovered.
Answer:
Reinforcing and wire mesh will be paid for under separate items. The notes will be modified accordingly, and an item for wire mesh will be added.

can the department revisit the DBE of 20% for this project. It is difficult meeting the goal.
Answer:
The goal will not be waived or reduced. A bidder must meet the requirements of the DBE Program to be deemed a responsive bidder [49 CFR 26.53 (a)] by either (A) meeting the DBE goal, or (B) submitting Appendix E Documentation of Good Faith Efforts Form showing that adequate efforts were made to meet the project’s DBE goal. Efforts are “adequate” if they demonstrate that the bidder showed that it took all necessary and reasonable steps to achieve DBE goal, by their scope, intensity, and appropriateness to the objective, could reasonably be expected to obtain sufficient participation, even if they were not fully successful.

The steel repairs state to remove deck haunch and rebuild to install steel. This will be very dificult since the haunch is deep and there is no patching material that will go that deep.
Answer:
The Contractor will be permitted to use Class HP concrete to rebuild the haunches where patching mortar is not an option. Revisions will be made in Addendum #1 accordingly.

BRIDGE 065001 SHOWS THAT BITUMINOUS AT JOINTS ARE TO BE REPLACED. ITEM NO. 401.3100 DOES NOT INCLUDE QUANTITY FOR THIS BRIDGE. ALSO DOES THIS JOINT REPLACEMENT HAVE TO BE COMPLETED BEHIND TEMPORARY BARRIER. THE TRAFFIC CONTROL PLANS DON'T SHOW HOW THIS BRIDGE IS TO BE COMPLETED.
Answer:
A quantity of 11 Tons is provided for Bridge No. 065001 under Item 401.3100, MODIFIED CLASS 9.5 HMA, as shown on page 4 of the Distribution of Quantities. A traffic control setup based on that for Bridge No. 065021 will be added by Addendum.

Water Quality Swale. The DOQ states 2900 SF. Please clarify the measurement and payment. Is it measured from the limits of the loam and seed or the bioretention soil. If it is the bioretention soil the quantity would be 2330 sf, if loam and seed it would be 3450 sf. Please clarify.
Answer:
The limits are measured from the bioretention soil with additional quantity provided to allow for Engineer-directed field adjustments.

Item 810.0210, GALVANIZED BAR REINFORCEMENT GRADE 60, provides for reinforcing to supplement existing, deteriorated reinforcing for concrete repairs. This item will be used to supplement deteriorated or damaged rebar during concrete repairs, including from items 817.2110, 818.2020, and 837.0100.

Item 302.0100 - gravel subbase included quantity for paved waterways. The standard specification states that gravel subbase is included in the paved waterway item. Please clarify.

Gravel subbase will be paid for separately. It is not included as part of item 711.0110, 3" PAVED WATERWAY CLASS I-1 STANDARD 8.4.0.

Note 3 on the traffic control plans states that removal and relocations of temporary barrier shall be considered incidental to item 928.0121. Sec 926 of the supplement No. 18 states that relocations of the temporary barrier is paid by the linear foot. Please clarify.

Relocation of barrier will not be considered incidental to Item 928.0121. Additional quantity will be added to Item 928.0121 by addendum to account for relocating barrier. Note 3 will be modified accordingly by addendum.

Item 302.0100 and 203.0100 - gravel subbase and structural excavation inculdes quantity for bridges 028401 and 029001. I am guessing these items are for the excavation and backfilling over the approach slab in order to install the waterproofing membrane as shown on sheet 7. Note 3 states on sheet 7 states taht excavation and gravel subbase are incidental to item 813.0300. There is no item 813.0300. Please clarify.
Answer:
Bridge Nos. 024801 and 029001 may include additional fill over the top slab of the bridge. The quantities for these bridges included in Item Codes 203.0100 and 302.0100 are intended to pay for excavation and fill at these locations. The Notes on Sheet 7 will be modified by addendum for clarification.
