Note 5 of sheet 69 states to provide a bonding agent to the exposed concrete surface for the underside deck repairs. SIKA 321 fs product sheet states that a bonding agent is not recommended.
Answer:
The manufacturer's recommendations should be followed for a proprietary product. If no recommendations are stated, then a bonding agent is to be applied.

Question:
Note 3 of sheet 67 states that welded wire fabric shall be used to reinforce each 2" thickness pf patching if the repair exceeds 4". Please provide a quanity for welded wire fabric since it unkown how deep the patch area is. Also if a patch material is used that can be applied more than 2" layers, is the second layer of fabric needed.
Answer:
For the purposes of bidding, assume 40 lbs. total of welded wire fabric under Item 817.9902 "Repairs to Structural Concrete Masonry (Type 2S Concrete Repair)". Only one layer of fabric is required.

Repair notes state that mechanical couplers are considered included as part of teh patching repair item. Please provide a quantity to carry in the bid since it unkown until the repair area is uncovered.

For the purposes of bidding, assume 10 - #5 couplers under Item 817.9902 “Repairs to Structural Concrete Masonry (Type 2S Concrete Repair)”.

Question:
The full depth concrete deck repairs state that protective shielding is required unde spans over road ways. Please clarify the limits of the shielding. How will the contractor know where to place the shielding if the areas unkown until the deck is exposed and sounded.
Answer:
For the purposes of the quantity estimate, it is assumed that 10% of the underside of deck patches will become full depth patches. Protective shielding should be estimated accordingly.

The plans call for a S2 for the abutment and pier pedestals. Please clarify if the whole pedestal is to be remove and replaced or just the deteriorated portion of the pedestal beacause it is unclear on the drawings.

Only the deteriorated portions of the pedestals will be repaired.

There are notes on the plans that state that removing and repairing slope pavers is incidental to the jacking and shoring of beams. There is an item for slope paving repairs. Please clarify what the difference is.

There are slope paving repairs that are expected to be outside the limits of the disturbance from the Jacking and Shoring of Beams item.

Addendum included a TMA item paid by the day. The new supplement specifications states it should be paid by the hr. This was changed by the spec committe a while ago.

In response to the note 9 of the cncrete notes. The note 9 on sheet 13 states to use a form filming sealer per 820 of the standard specs. This is not the same material specified on special provision 820.9901 (S1). The material specified in Note 9 is water based product where the material specified in 820.9901 is a epoxy based product. There is no epoxy based product approved on the RIDOT approved list. If an epoxy based is required, please supply a list a materials that is approved.
Answer:
Item 820.9901 “Protective Coating for Reinforced Concrete Surfaces” will be revised to specify RIDOT approved sealers in Addendum No. 3.

Sheet 13 Concrete Strengths states to use Class XX 3/4" concrete for the type 2 s concrete repairs. Special provision states to use a patching mortar. Please clarify. If formwork is needed, patching mortar can't be used.

The specification 817.9902 “Repairs to Structural Concrete Masonry (Type 2S Concrete Repair)” will be revised in Addendum No. 3 to clarify the use of Class XX Concrete and not Patching Mortar.

Please clarify if the elastomeric bearing pad is vulcanize bonded to the sole plate. Per standard details - 11 sheet 75 the pad is vulcanize bonded to the masonry plate, but there isn't a masonry plate for this assembly. Does this note not apply or is it meant to say sole plate?

This note is deleted in Addendum No. 2. See Standard details - 11 sheet 75.

Question:
The Department should consider extending the completion dates on the project. The completion dates are impossible to meet due to all the work RIDOT has advertized for next year. You will force the contractor to carry liquated damges in his bid.
Answer:
Per the answered question on 10/24/18, the contract completion dates will not be extended. If perspective bidders cannot meet these dates, they should reconsider bidding on the project.

Question:
The elastomeric bearing details on Sheet 75 and 76 shows three details for the anchor bolts. It states that if the anchor bolts can't be reused, use detail 2 or 3. For bidding proposes, what is the contractor going to carry in bid if it is unknown at bid time.
Answer:
The contractor should assume that 75% of anchor bolts need to be replaced in the lump sum for this work. 75% of those shall be replaced using Detail 1 and 25% shall be replaced using Detail 3. Detail 2 may be used as an alternate to Detail 1 at the option of the Contractor.

Preformed or prefabricated membrane systems will be acceptable.

sheet 13 - Materials: states that resurfacing encasement shall be class HP 3/4" fc 5000 psi. The specs state that teh additives in the concrete would not cause the cure concrete to exceed an electrical resistivity 15,000 ohm. The appoved RIDOT mix for HP 3/4" fc 5000 psi has microsilica additive that would exceed the 15,000 ohm-cm. Also the HP 3/4" fc 5000 psi approved mix is dense that would exceed the 15,000 ohm-cm. The department should consider using the approved SCC concrete mix.
Answer:
Other mixes may be approved on a case by case basis provided the cured concrete meets the same specifications.

Does the steel erector for the steel repairs have to be AISC certified.
Answer:
Per RIDOT Bridge Standards, Structural Steel Note 4: "The steel erector/contractor for this project shall be certified for "advanced certified steel erector (ASCE)" in accordance with the AISC quality certification program. The erector/contractor of the structural steel shall be required to submit proof of current certification as specified.

Question:
Sheet 80 shows details for repairing concrete i-beams. It also states that the repairs will be paid under 817.9902. The DOQ does not show the quanity for the i-beams. Please provide a quanity or consider a different pay item for these repairs since the repair is more costly than regular concrete repairs on abutment, wingwalls, etc. It will be very difficult to bid without knowing how much quantity is allocated for the i-beam repairs.

The I-Beam repair quantities are identified on Sheets 63 & 64.

Question:
Protective coating for concrete surfaces is included in the lump sum items. Since it is difficult to measure exact quantities during bid time, the item should be a paid by the square foot. The plans provide a quantity for the surface treatment but states that the quantity is for informational purposes only. What happens if the quantity on the plans is incorrect. The departemnt should consider paying by the square foot to avoid cost claims.

The contractor is responsible for verifying all quantities to be included in the lump sum item by review of existing plans and dimensions as needed.

Question:
817.9903 - class hp resurfacing. The specs state to remove deteriorated concrete. The plans say to remove a min. of 6" for the abutments and 3" for abutment cap. Please clarify if only deteriorated concrete is being removed. If it is 6" min and 3" min, please provide a quanity of how much good concrete will be removed since it is more expensive to remove concrete than deteriorated concrete.
Answer:
A minimum of 6" for abutments and 3" on the abutment cap is to be removed regardless if it is good or deteriorated. Extent of deterioration is unknown until actual removal occurs. The minimums indicated are most likely deteriorated.

The specs for the concrete repair items (817.9901 & 817.9902) state that furnishing and installing supplemental rebar and welded wire fabric will not be paid for separately. The standard specs state that the rebar, couplers and mesh are paid for on force account basis. The reason it is paid on force account because it not possible to estimate until the patch area is exposed. Please consider paying for the rebar and wire mesh on force account. If not please provide a quantity that should be carried in the bid.

This project has interim completions for all bridge work by 11/15 and 11/30/19 and a substantial completion date of 12/15/19. The project also has a winter shutdown which essentially leaves the contractor with about 8 months to complete the project. Given the size and complexity of the project will RIDOT consider extending these interim and substantial completion dates for this project into 2020.
Answer:
The substantial completion date will not change. Work needs to be completed prior to future projects starting in the area.
