201.9905 states that the item includes removal and disposal of excess reclaimed material. Item 406.9901 also states that the item includes the removal and disposal of the unsuitable material. Please clarify where the excavation and disposal of excess material is paid for.

Question:
The contract calls to detour westbound traffic for 7 days in phase 1 and 14 days in phase 2. Since West bound traffic is detoured for 21 days continuoulsy , can the contractor split the 21 days to perform phase 1 and 2. What is the reason that Phase 1 is 7 days and Phase 2 is 14 days.
Answer:
Westbound traffic can be detoured for a total of 28 days (by addendum), 14 days for each Interim Completion Date. Per plans, Phase 2 requires a shift of eastbound traffic onto the newly paved westbound travel lanes while the westbound traffic remains detoured.

The contract gives 7 days for phase 1 and 14 days for phase 2. Is the department expecting the contractor to work 24 hrs a day to completed the work in the required days. The durations given seem very aggresive, please consider providing additional time to complete the work.

Item #20 - "Excavation Of Roadside Debris" is paid by the linear foot, however the detail says it may go beyond the 2' width, at the engineers discretion. The contractor can not know ahead of time rather expanded areas of work will be required. Due to this the item should be paid by the square yard, or square foot.
Answer:
The width of the roadside excavation will be changed to 5 feet and reference to the engineers discretion will be removed by addendum.

Item #36 - Supplemental Pay Adjustments and Item #86 - Miscellaneous Work - are "must bid" items totaling $300,000.00 worth of contract value. There is no surety that this work will need to be performed, however the low bidder must come up with an additional $39,000.00 of DBE subcontracts as a pre-award requirement based on this value. Are these (2) bid items eligible for award to a DBE subcontractor, or can the $39,000.00 be deducted from the total contract value as a basis for the required DBE participation?
Answer:
The DBE Goal for this project is 13%, therefore at least 13% of the low bid price shall be assigned to DBE sucontractors.

Item 406.9901 states that water for dust control is included in the item but there is an item for water for dust control in the contract. Please clarify.
Answer:
Water for dust control is incidental to the reclamation. Item 907.0100 is necessary for drainage ditches.
