Section 2.10 of the Technical Requirements states all temporary and permanent roadside elements shall satisfy MASH criteria. Temporary traffic control plans show temporary barrier as RIDOT standard 40.5.0. Please confirm the RIDOT standard median barrier meets the criteria for this project.

RIDOT finds the use of standard 40.5.0 acceptable and is authorizing its use in this contract.

As a follow up to question answered on 1/29. In lieu of closing one direction of I-295 to accommodate rapid bridge replacement over a weekend, would it be allowable to close Greenville Ave on a weekend and detour I-295 down the off ramp and up the adjacent off ramp?

Full closures were evaluated during the development of the RFP and will not be allowed.

In Part A of the RFP, Section 4.3 regarding the price proposal, "Respondent shall provide the required information set forth in the RIDOT Adjustments to Asphalt, Fuel and Steel Prices." Is the intent to provide steel price adjustments in addition to liquid asphalt and diesel fuel price adjustments and if so, is there a standard steel price source to reference?

Was an abutment re-use analysis performed to determine they are adequate for reuse with the BTC superstructure? Are there specific requirements that the Contractor must meet in order to reuse the abutments and wingwalls without the need for the preparation of a Geotechnical Findings and Recommendations Report and a reuse analysis for each?
Answer:
The DB-Team shall be responsible for preparing a Geotechnical Findings and Recommendations Report in accordance with the RFP. The DB-Team shall also be responsible for designing and providing modifications to the foundation if required by the DB-Team’s design. A clarification regarding reuse of the existing foundations will be made by addendum.

The 20% DBE goal for Construction does not seem practical to meet with the amount of subcontract work that is typically quoted by DBE subcontractors. Would the Department consider reducing this goal to a lesser percentage? If not, are there any provisions for submitting a waiver if this goal cannot be met at the time of the bid?
Answer:
During the design process, an analysis for this individual project was based on the scope of work and the availability of DBEs who are willing, able, and available to perform the work. Based on these findings, the contract DBE goal was set. In the event that the cumulative percentages submitted do not equal or exceed the contract goal, RIDOT will conduct a Good Faith Effort review to determine the extent of the prime contractor’s documented good faith efforts to seek out DBEs and afford adequate subcontracting opportunities to meet the contractual goal.

Please provide a current schedule for the Greenville Ave Interchange/Greenville Ave, the Greenville Ave Water and Sewer project. Are each of these still anticipated to be complete the summer of 2018? Please also provide an updated schedule for the tolling work in this area. Is this work still to be complete from March 2018 through December 2018?

The BTC notes that the overbridge and underbridge permanent utilities are to be temporarily relocated. The BTC does not present a scheme for temporary relocation. As the DOT has not established utility force accounts with each utility, there is no way for us to vet a plan with the owner. Please provide the anticipated relocation concept for the relocated utilities so that we have some basis for a bid.

I-295 posted speed is 65mph. The MPT plans show a temporary posted speed of 55mph. Which speed is required to be used for the design of the temporary median crossover.
Answer:
the RFP technical requirements state that the design speed used for the TTC Plans shall be 65-mph on I-295. The 55-mph sign shown on the TTCP is an advisory speed plaque. This sign is used as a recommended speed through the TTC zone and is not a posted speed limit.

Can you clarify if conformance to the RFP traffic restrictions and Base Technical Concept preliminary design and phase plan is the most desirable approach for consideration in the Technical Proposal Evaluation? It would seem that if these are not fixed requirements in the evaluation, and if a lower cost solution exists, a Proposer may benefit from both the cost and the technical evaluations yet have a construction plan that minimally conforms to the RFP and BTC plans.

DB-Teams are free to submit alternate concepts for consideration in accordance with RFP Part A §4.9b DESIGN CONCEPT.

The RFP Bid cover sheet states that surety is required and bond is required. The bid bond assures and guarantees that should the bidder be successful, the bidder will execute the contract and provide the required surety bonds. Please clarify is there is anything required to be provided from the bonding company beyond the bid bond.

All Respondent's will provide a Bid Bond. The selected Best Valued Respondent will then have to provide a Payment and Performance Bond from a registered Surety company.

Please confirm that independent QC at the structural steel fabrication plant is not required by the D-B Team and that the internal QC performed by the fabricator as required per their AISC certification is the limit of what is required by the D-B Team.
