How will other Respondents be scored relative to the Respondent with the lowest Cost Proposal?
Answer:
RIDOT will use the following formula to determine the Cost Score of each Respondent: [ Cost Score = 30 x ( Lowest Respondent’s Total Project Cost / Respondent’s Total Project Cost ) ]. Please note that as described in the RFP, only Technical Submissions that achieve a minimum score of 55 out of 70 possible Technical Points will advance to the Cost Evaluation phase. In accordance with Addendum No. 4, Cost Evaluation will be based on the Total Project Cost (Phases I-IV).

Please clarify what is meant by “testing under adverse weather conditions”. Is the expectation that Phase I Testing and Approval will require testing in multiple seasons?
Answer:
Phase I testing will include all feasible adverse weather testing. Feasibility will be based on the seasonal timing of Phase I and weather conditions experienced. Given the weather patterns in New England, Phase I will likely include cold weather. Adverse weather conditions that are not tested during Phase I that may challenge the safe operation of the Vehicle(s) will require testing without public ridership during Phase II as described on Page 22 of the RFP.

Answer:
The State is looking for respondents to describe their proposed timeline and duration for the completion of the entire Proposal, including Phase 1 Testing and Approval for which specific requirements are described on Page 21 of the RFP. RIDOT aims to complete Phase I within 90 days of contract award.

Answer:
Although the timeline between Proposal submission and selection of the Vendor(s) is unknown at this time and may vary due to the factors described in Section VIII. EVALUATION AND SELECTION and Section IX. CONTRACT AWARD of the RFP, barring unforeseen circumstances the State aims to select a Vendor(s) within three (3) months after the Proposal due date. A specific target date for the beginning of Phase I Testing and Approval has not been established yet and will depend on the timing necessary for contract development and Vendor readiness.

RIDOT will not accept one Conflict Disclosure Statement form from the authorized signer of the proposal as a representative of the firm. RIDOT requires that all individuals working on or involved in decision making on the project complete the Conflicts Disclosure Statement.

Can you provide guidance on how to complete Year 2 and 3 costs without knowing how many other additional vehicles and/or routes with corresponding service hours, may be added?
Answer:
The Year 2 and Year 3 costs submitted with the RFP will provide the basis for further negotiation and must be based on the Vendor’s overall approach for the continuation/expansion of the Service. The Vendor must prepare and submit an Assessment Report relative to the overall viability of the provided service, including recommended adjustments for Year 2 of Operations and the scalability of the proposed solution to other districts within the City of Providence and/or Rhode Island in general, 90 days prior to the completion of the First Year of Operations. The Assessment Report and the previously submitted cost information for Year 2 will serve as the basis for negotiations for any extension of services beyond Year 1.

Stakeholder Engagement – Rides are to be provided to stakeholders – Is this a one day demo or several days/weeks in which rides are to be providing rides? Please provide clarification on the expectation of rides to be provided as a part of Stakeholder Engagement.
Answer:
As noted on Page 21 of the RFP, the Vendor will work with RIDOT to conduct tours/demonstrations and offer rides for stakeholders at QBP prior to the delivery of the Vehicle to the actual service location. At minimum this would be a one-day demo, but could be up to several days/weeks, depending on the needs or wishes of the partners and stakeholders at that time.
