t12.9903 Portable Traffic Control System - Specifies 3 suppliers and lists what functions they must have. Two of the bidders either cannot or will not quote these products and the third has been unresponsive. Please advise.
Answer:
The Contract specifications identifies three (3) manufacturers of the temporary traffic signals. The Contractor is not limited to these manufacturers. Page JS 91 will be included in Addendum No. 3

Question:
Verizon, National Grid, and Cox are claiming 69 weeks of utility work time to perform the phase 1 relocation of underground and overhead utilities to the east side of the bridge. Page CS-6 paragraph C states this must be done prior to bridge demolition. Are these utility relocations starting with the notice to proceed for this contract being bid, or will they be starting earlier? There is not a lot of work that the G.C. can perform during the 69 weeks of down time prior to Stage 1 demolition. That is over a year of non-work for the G.C. Also, page CS-6A states the contractor shall provide temporary traffic control for utility work to be performed in advance of other construction. The bid quantities for flagger hours do not appear high enough provide this support. Will the maintenance and movement of traffic control item be paid to the G.C. during the 69 weeks of utility relocation down time? Please clarify.
Answer:
Utility companies will be responsible to provide their own temporary traffic control for utility work performed in advance of other construction.

Regarding Item Code T12.9903 - Portable Traffic Control Signal System: Are there two (2) Trailer Units required? Or four (4) Trailer Units required (2 Sets)? Also, are the Portable Units to be operated off of the NEMA cabinets?
Answer:
There are two (2) trailer units required. The Portable units will be operated by one signal controller as specified by the manufacture.

Note 5 on sheet #42 (deck plan drawing) states, "all transverse deck reinforcement to be placed perpendicular to the beams". The transverse reinforcement is clearly shown on the deck plan to be placed parallel to the skew of the deck. Which is correct; parallel to the skew as shown OR perpendicular to the beams? Please and thank you.

Regarding Item Code 926.0200 - Anchored Barrier For Temporary Traffic Control - Can TL-3 MASH approved, Temporary Steel Barrier, be used if it meets the deflection requirements? Regarding the deflection requirements for this item, what is the minimum deflection requirement for this particular application?
Answer:
The anchored barriers for temporary traffic control shall have zero deflection. Temporary steel barrier can be used and has to be approved by RIDOT.

Question:
Verizon utility work time was added for 45 weeks phase 1 and 21 weeks phase 2. Will the phase 1 temporary relocation work commence as advance utility work before the actual start of this project, or must the G.C. wait 45 weeks before bridge demolition can start?
Answer:
Temporary utility relocations will commence with the start of the project. The project completion date is based on the G.C. starting bridge demolition upon completion of the temporary utility relocations. The G.C. has the option to work concurrently with utility relocations, however in no way shall the single lane of traffic open to bi-directional travel be in place through a winter shut down.

Addendum #1 did not clarify the change of completion time from Spring 2021 to 6/21/2023 as described on page 7 of 16 of the Transportation Management Plan.

Sheet 8 calls out to "Remove and Dispose Telephone Conduits" please advise as whether this should be a bid item or part of another item.
Answer:
Removal of the existing telephone conduits are included in bid item 201.0617 Disposal of Existing Conduits. Two new bid items will be added to the proposal for the placement of the new underground conduits between Verizon’s stubs and for the bridge supported telephone conduits. This will be included in an addendum.

Is it the intention to drive the Indicator Piles to the required length, and then order the piles for that area based off of the indicator pile?
Answer:
The Contractor has the option of ordering the piles before or after driving the indicator piles as long as the substantial completion date is met.

Item 804.9916 H-Section Pile - Furnished - States that the contractor will be paid based on the calculated axial length from the pile tip to cut off. Isn't the intention of this item to pay the full length of delivered piles, based on the approved order list submitted?

No, the intent is to pay for the pile length from actual pile tip to cut-off elevations, accepted by the Engineer.

Item 805.99 Permanent Sheet Piling has obstructions as incidental to the lump sum. This is normally a separate item, as we cannot know if/how many obstructions may be encountered in the field.

Item 804.9917 H-Section Pile - Driven states that obstructions to pile driving shall be incidental to the item. How can we know how many or if any obstructions will be encountered? Normally this is paid separately.

Waterproofing membrane shall be Heat Applied Prefabricated Membrane. Sheet 46 will be revised with Addendum No.1

Item 800.9901 Sandy Bottom Road Bridge No 257 Has "Various Fill Materials" excluded from the lump sum. Can you please clarify what fill materials are included in the lump sum, or if ALL fill materials should be excluded from the bridge lump sum.
Answer:
Various fill items associated with the roadway and utility construction listed in the proposal will not be included in the bridge lump sum item…… Fill items associated with the bridge construction including but not limited to crushed stone under structures, pervious fill etc., are included in the bridge lump sum item.
