Please review item 202.9901 Handling, hauling and stockpiling management of contaminated materials and how it is paid. It is listed as a lump sum, but there are no quantities provided for contaminated soils, which would normally determine what should be carried under this item. Without specific information, can this be listed as an only acceptable bid price similar to the 3 other contaminated soil items.
Answer:
The excavation items within the contract identify quantities of anticipated material to be managed. The perspective bidder should also consider work items that include excavation within the basis of payment. This material will also need to be managed.

Answer:
Two pavement cores within the roadway have been performed. They indicate between 4 and 6 inches of asphalt over 8” of concrete. The plans have been revised in Addendum No. 7 to remove and dispose pavement over rigid base.

Please clarify where we can find proposed grades for the ramps being abandoned. The grading plans don't seem to show grades in these areas.
Answer:
Cross sections show the proposed roadside slopes. For the existing ramps, the intent is to maintain the existing grades by removing and replacing the pavement with the pervious approved cap (filter fabric and one foot of clean fill).

The quantity will be revised in the next addendum. The volume of excavation shall be taken from the bottom of remove and stockpiled rip rap to el. -10.7 within the cofferdam, excluding the existing footing.

All temporary barrier used on this project shall meet the requirements as specified in the special provisions for Item Codes 926.9901 Unanchored Barrier for Temporary Traffic Control (MASH TL-3), 926.9902 Anchored Barrier for Temporary Traffic Control (MASH TL-3), 926.9903 Anchored Barrier with Fencing for Temporary Traffic Control (MASH TL-3). RIDOT Std. 40.5.0 barrier shall not be used.

Answer:
A temporary shutdown on Waterfront Drive is acceptable. A temporary shutdown on Massasoit Avenue is not. The Contract Documents will be revised in a future addendum to show solid sleeve tapping sleeve and valves to avoid the temporary shutdown on Massasoit Avenue.

The plans show the width of the temporary riprap access road to Pier 7 at 20' max. Can the width of the access be increased to 30'.
Answer:
The width of the path may be increased, however, the contractor will have to seek approval from the regulatory agencies such as CRMC and USACE for increasing the width of this path. This may necessitate modifying or re-filing applications that have already been filed for the project with the limits currently shown on the plans.

Item 804.1520 - Pipe Piles. The drawings indicate 5610 LF of Piles but the DOQ states 6600 LF. If the department wants to carry additional footing in the item, they should consider having a separate pay items for furnishing and installing of the pipe piles.
Answer:
The estimated quantity of pipe pile will vary to meet the driving criteria established by the load test. The estimated driven lengths of pipe pile are between 80 and 100 feet.

The exposed face of the permanent sheet piling shall be measured from the bottom of the key trench to the top of the abutment footing. Clarification will be provided in a future addendum.

Temporary sheeting is located at the existing east and west abutments. The quantity for this item will be reduced in a future addendum.

Note 12 on sheet 4 of 149 should read "The entire topside surfaces of abutment beam seats, as well as vertical faces of backwalls, bridge barriers and approach barriers where indicated on the plans, shall be provided with a film-forming sealer(M12.03.1) concrete surface treatment-protective coating in accordance with section 820 of the RI Standard Specifications." The plans will be clarified in Addendum No. 6. The 10' HMA sidewalk will be called out as 43.2.0m, which is 1" class 4.75 HMA, 3" Class 19 HMA and 8" gravel borrow subbase course.

Anti-graffiti coating will not be used on the substructure. The note will be revised by addendum to indicate the limits to be on the top and south faces of the south barrier and applies to both the cast in place barrier on the approaches as well as the barrier on the superstructure.

Grading Plan No. 22 shows a longitudinal and traverse section through the Sand Filter. These sections show the various materials included in the Sand Filter including but not limited to a geotextile liner, pea gravel, filter fabric, sand, loam, underdrains, cleanouts, gabion baskets, choaker stone, seed, and gravel maintenance path. The outlet control structure is detailed on the Drainage Detail sheet. The stone protection at the flared end sections will be included in a future addendum. Item 703.9901 Sand Filter Specification and these plans have been revised and will be included in Addendum No. 6.

Lighting plans 2, 3, 4 & 5 show (2) 4" rigid steel conduits (RSC) running beneath the bridge. Are these rigid steel conduits? The bridge section on lighting detail sheet 1 shows a conduit support system typically used w/fiberglass conduit. In either case, there is no pay item for this work. Further, there is a pay item (T06.7034) for 4" fiberglass expansion fittings but nothing for 4" RSC. Please clarify intent.
Answer:
Through recent feedback from utility companies, the bridge will carry 5 – 4” diameter fiberglass conduits. Addendum No. 4 has removed the 2-4” diameter rigid steel conduits (RSC) from Volume 1 Lighting Plans 2, 3, 4 & 5 and Volume 2 Bridge Plans have been updated to show the proposed 5 conduit alignment. Payment and specifications for Verizon, Cox and Sprint conduits on the bridge and in the approaches will be clarified by a future addendum.

Excavation in water is paid for separately for work at Pier 7 only. Item 202.0550 Wet Excavation was proposed for excavating inside the cofferdam at Pier 7. However, Item 202.0550 Wet Excavation will be removed and replaced with Item 203.0130 Structural Excavation wet (in water) and will be in accordance with the RIDOT Standard Specificaitons as part of a future Addendum.

Pile Testing & Quantity Discrepancy:o There is a discrepancy between the static and dynamic pile load tests quantities in the Distribution of Quantities when compared to the verbiage of the JS specs section on Driven Piles. For static load testing, the DoQ has 2 EA, whereas the JS spec verbiage indicates 3 tests (1 H pile @ East Abut, 1 H pile @ new Pier 7, 1 pipe pile @ West Abut). For dynamic load testing, the DoQ has 4 EA, whereas the JS spec verbiage indicates 6 tests (1 for each of the 3 static load test pile, plus 1 new production pile at each of the 3 pile supported structures, for a total of 6)
Answer:
Two static load tests, one for each pile type and capacity and site condition. This shall include one HP14x89 at the East Abutment, and one PP12x0.375 at the West Abutment. The test piles shall have dynamic testing performed during driving. This dynamic testing shall be considered incidental to the price for the Static Load Test. For the resistance factor of 0.8 per AASHTO, PDA testing shall be performed on at least 2 piles per site condition, and not less than 2% of production piles. To meet this, four dynamic tests shall be performed on production piles, one at the East Abutment, one at Pier 7, and two at the West Abutment. These dynamic tests will be paid at the dynamic testing unit price. The JS special provision has been updated in Addendum 4 to include the language stated above.

Proposed Piers 1 thru 6 require several underwater activities within the existing river bottom including dredging, plinth demolition, steel box removal, scour hole filling and rip rap removal and installation. Please confirm that the environmental permits will allow the work at these piers to take place within a silt curtain and cofferdams will not be required.
Answer:
To date, the reviewing agencies have not issued permits for this project. The permits will identify conditions the Contractor will have to abide by. However, the contract documents are consistent with the early environmental coordination performed with these review agencies. Based on the early environmental coordination, the work listed in the question will be allowed to be performed without the installation of cofferdams as long as the Time of Year restrictions are adhered to.
