Please add the 'Low Flow Period' water elevations to Sheet 43 as the 'Ordinary High Water' is shown.
Answer:
Low flow elevations are not available at this location of the Blackstone River. Based on historical upstream USGS data, recent underwater and routine inspection reports, site observations, and survey, during the RIDEM low-flow period from July 1 to October 31, water elevations of approximately 89 to 90 feet were observed at the site. This elevation range is an approximation based on historical data and does account for elevation changes due to individual storms or other variables that may have affected the river elevations. It may not necessarily reflect what is expected in the field. The Contractor shall be responsible for evaluating flows during the construction for the purposes of conducting concrete repairs.

On sheet JS-23 of the specifications it states that the Pile Load Tests shall be completed on production piles. All production piles are to be installed at a batter. Pile load tests are typically performed on vertical piles, and testing on a battered pile is very expensive and potentially unsafe. Can the specifications be revised to allow for vertical sacrificial test piles to be installed and tested in lieu of testing on production piles? Also can the load test occurrence be reduced to 1 EA per side, 2 EA total?

Is the temporary gas line a necessity to this project which was added in Addn #3? With the aggressive construction schedule, adding the addition work & time of installing a temporary gas line vs just installing the new 8" gas line in approximately the same location as the temporary seems to make more sense and save the State the cost.

Item # 836.0100, Structural Concrete Crack Repair by Epoxy-Resin Base Adhesive Injection; This work as shown on the drawings is below the ordinary high water elevation, I believe there should be a new item for the work below the water with a specification for the type of materials to be used. The standard specification does not cover this work underwater.

On Sheet 25 notes refer to a standard paint system for the structural steel except for span 1 which is to be galvanized and painted. Note 10 on Sheet 61 refers to sole plates being painted and metalized similar to the beams. Please clarify if the beams need to be metalized and painted.

The structural steel and sole plates in Spans 2-5 shall be painted as indicated on Sheet 25. Metallizing is not required. Sheet 61 will be revised by addendum. The structural steel in span 1 shall be galvanized and painted as indicated on Sheet 25.

The latest load rating report will be provided by addendum. Based on the report, the capacity varies by bridge component. The report will be provided for information only and shall not be considered a part of the Contract. The Drainage & Utility Plans No. 1 & 2 show temporary/new utility poles at the North end of the project. Can you please clarify if the intent is to reroute the high-tension lines and eliminate the road crossing at approximately STA 4+75 between Poles #3 & #5? Also, can you please confirm that the added switch at new utility pole #6 and the existing switch at the intersection will allow for de-energizing the high-tension lines across the bridge? And if so, what is the allowable duration and frequency for outages?
Answer:
The switches to be installed will provide for deenergzing the wires from Pole #6 to Pole #147. Parameters for deenergizing have been provided by addendum. It is not the intent to remove the wires between Poles #3 and #5. The temporary pole to be set at approximate station 5+45 L is solely to provide service to the pole in the Manville Landing Recreation Area.

The Railroad Manual provided states "the demolition debris shield shall provide twenty-three feet (23′-0″) minimum vertical clearance or maintain the existing vertical clearance if the existing clearance is less than twenty-three feet (23′-0″)." The existing clearance is approximately 21'. Can you please confirm a horizontal shield is not required for work over the track span, as track level shielding is not allowed?

A shield will be required for the work to catch any debris that may fall. The Contractor shall be responsible for providing a shield to catch debris that can be meets railroad requirements and can removed as needed to maintain the railroad clearanc

CS-13 states the various plans the Contractor has to submit to G&W Railroad for review, On CS-7, paragraph '6-S' states RIDOT review duration's. What are G&W Railroad review duration's? Are they before or after RIDOT review or does RIDOT durations include G&W Railroad review durations? The project has a tight schedule due to phasing requirement of the gas line, so the review durations are critical.
Answer:
Per the railroad General Special Provision included in Addendum #3, the anticipated review duration is minimum four weeks. This review will be concurrent with RIDOT's review.

Page CS-6 and the TMP state that the bike path can only be shut down for 8 days between 6:00 AM and 6:00 PM and must have all lanes open from 6:00 PM to 6:00 AM . Can the number of days be increased since the demolition & steel erection need to be done in phases due to the gas line requirement and the hours be revised to allow the bike path to be closed for 24 hours during the closure? 6 PM to 6 AM are limited use hours on a bikepath.

The number of allowable days for closure will be increased to 12 by addendum. The allowable closure period of 6 AM to 6 PM will not be revised.

Refer to the "Flagging Protection/Inspection Service" section of the railroad General Special Provision provided in Addendum #3, which states that an agreement between the Contrractor and Railroad is required to operate equipment on their tracks. Such agreements shall solely be the responsibility of the Contractor, and it shall not be considered guaranteed that G&W Railroad will enter into any such agreement. No agreement is currently in place under which G&W Railroad will permit their tracks to be flooded with ballast.

Sheet 26 note number 3 under "General Notes Regarding Work Over & Adjacent to Railroad"states that vertical debris shield is required for the west abutment. Note number 3 under " General Notes Regarding Construction Methods" on sheet 26 allows the contractor to attach work platforms to the east abutment and piers 2, 3, and 4. Does this mean that work platforms/shields cannot be attached to Pier 1 and the west abutment?

Subject to the limitations of the the railroad General Special Provision and approval of a submittal by G&W, work platforms may be attached to Pier 1 and the West Abutment. Any such platforms shall be capable of being removed at the direction of G&W to maintain the existing railroad clearances. Plan Sheet 26 will be revised by addendum.

Sheet No. 32 of 84, Note 3 states "MICROPILES SHALL BE INSTALLED PRIOR TO CLOSING THE BRIDGE". What is the significance of this note and could it be an option to install the micropiles after closing the bridge?

The note will be revised by addendum to permit installation following closure of the bridge. The permitted duration of the bridge closure will not be extended to accommodate installation while the bridge is closed. The Contractor shall take note of the load restrictions on Sheet 26 of 84.

These notes appear to be inconsistent with other plans showing the new gas service installed following the erection of the new structural steel, in the utility bay. Is the gas turned off for the duration of the project?

The quantity for Item No. 803.0500 provides for full coverage of the deck (both horizontal and vertial) as required by Standard Specification Section 803.0500. The quantity allows for overlap for multiple phases of demolition as necessary. An item for shielding for substructure demolition will be added by addendum.
