Question:
In regard to required tremie concrete placement at Pier #5 & #6. The elevation of the surface of requested tremie is solely indicated to match the existing elevation of the existing top of tremie A where it currently exists. This being said a differential of new tremie height form one corner of pier 5 will be 7’ at its greatest differential. It will not be possible to place tremie concrete with this slope. Furthermore, the top of the existing tremie and newly placed tremie will be required to be somewhat uniform to accept and gain the best efficiency for the fabric form topping lift. A uniform elevation per side of each pier would result in increased protection and performance for the scour mattresses. Please consider modifications to assist the constructability of this contract item
Answer:
Reference existing elevations on sheets 4 and 5 and the legend. The maximum variance in elevation along the top of the tremie "A" is approximately 2 feet.

With regard to the fabric forms indicated to placed as “a topping lift” of 18” above newly placed tremie concrete. We are of the opinion that this item of work will not survive the scour in the area unless forms are anchored to the tremie below, even if anchored to the newly placed tremie survivability is in question. Additional tremie thickness or rip rap protection or both seem more robust solution for this top lift of concrete. Please review
Answer:
Stay-in-place forms will be extended 18 inches above the top of tremie "A" which will contain and protect the outside face of the fabric forms. Refer to the plan sheets 7 and 8 (R-1).

In regard to the collapsed tremie a on Pier #5 and Pier #6 the concrete debris identified on drawing sheets 4 of 10 and 5 of 10 respectively seem to indicate this concrete debris is on top of the collapsed tremie. Please confirm if this is the case and if so do these drawing indications collectively represent the 45 tons of concrete debris to be removed?
Answer:
Concrete debris as indicated on sheets 4 and 5 is on the channel bottom within the collapsed area of tremie "A" and collectively represents an estimated 45 tons to be removed.

Also in review of the reference drawings contrasted to the inspection generated drawings: Original contract required a 5’ thick tremie and that is relatively consistent on pier #6 However at pier #5 that is not the case and our question is in the area of tremie A collapse where the tremie is indicated to be 1’ above the mudline. Should the contractor anticipate the tremie in this zone to be 1’ thick for removal purposes or greater? And if greater should the contractor assume excavation is required to conduct the removal of the collapsed tremie sections?
Answer:
There is no anticipated demolition of the intact tremie "A". At pier 5 there may be some locations where tremie "A" is only 1' thick due to the tremie erosion/collapse. Underwater inspections revealed tremie "A" to vary in thickness up to 8 feet thick. The contractor should assume, for bidding purposes, that excavation of silt infill for removal of concrete debris (collapsed sections of tremie "A") to be no greater than 24" deep. There is no anticipated excavation below undisturbed channel bottom.

In review of the contract drawings as well as the reference drawings we wish to confirm that the elevation datum is consistent within the 2 sets of drawings, specifically MLW And MHW as it relates to the mudline elevations indicated. If in fact they are consistent 11-12’ of sediment has been scoured away and we would suggest as-built pile lengths be provided to confirm stability prior to any demolition and or removals. Please advise
Answer:
Contract drawings and referenced drawings vertical datum are consistent in NGVD29. RIDOT has indicated that the scour depths and exposed piles identified in the 2017 underwater inspections did not warrant additional investigation. The locations of debris removal are not expected to further expose piles.

12. The Pile protection item Code 804.9901 is a lump sum pay item. With in this item there are 6 exposed piles indicated on the drawings identified with a total of 5.5 LF of exposure and 3 piles that are “likely” exposed. How does the contractor determine the length of repair per likely exposed pile for estimating purposes as no data is provided in this regard which would enable the contractor to calculate length of repair? Please advise as this is a LS item.
Answer:
Only one pile is to be protected in accordance with 804.9901 at pier 6 as indicated in the drawings. The remaining exposed or likely exposed piles will be encased in grout or concrete.

On sheet 7 of 10, Sheet Note #1 and on sheet 8 of 10 Sheet Note #1 are identical. How is the contractor to evaluate this language pre bid in generation of a representative estimate? Please clarify.

The drawings provide an acceptable method in the repair of tremie "A" at piers 5 and 6. The contractor can provide alternative methods, if elected, for review and consideration by RIDOT.

As per note #2 on sheet 5 of 10 Pier #6 Details Post removal of the 10 tons of concrete debris form Tremie A what material is placed first in this area? Grout or Tremie concrete? It appears Grout may be a more suitable option for Pier 6 due to interior voids, please advise?

8. Numerous references are made in notes throughout the drawings with the following language; “Protection of Grout and concrete from scour during or after placement” Please indicate how the contractor is to achieve this other than inclusion of anti-washout admixture and or increasing the cement ratio ( which is standard practice for u/w concrete) to the grout and concrete which were not referenced in the specifications?

Code 108.1000 Prosecution & Progress page JS-8. The contract performance period is identified as 60 days. We are of the opinion this is woefully insufficient for the scope of work required in this contract. The quantity should be increased to a factor of 4 times the referenced quantity. For example, the controls placed on the shop drawings, submittals, review and approval to move forward with the work are indicated at 45 days. U/W inspections are required on site prior to generation of shop drawings for review. Possibly the reference of 60 day was in error. Please clarify
Answer:
108.1000 (JS-8) was modified in Addendum No. 2 and the shop drawing review period, on CS-4, was also modified in Addendum No. 2. The RIDOT feels the pile and tremie conditions are critical and need to be repaired immediately. The RIDOT will make every effort to quickly award the project, subject to receiving sufficient bids and receiving the required information in a timely manner from the apparent low bidder.

4. Please consider the addition of an additional contract item for the QC Dive team inspections and efforts required are hardly incidental to the work as per the requirements in the specifications. Please reference General notes II Sheet 3 of 10 “Quality Control” as well as note #1.3 of the same sheet regarding QC Dive operations or utilize RIDOT Contracted Diving Inspection firm to conduct these operations? It could be added as an allowance item if deemed suitable.

The effort as noted will remain incidental to the work and there will be no separate pay item for this work.

3. Code 105.9901 Quality Control, Independent QC Dive Team. What qualifications are required of the QC Dive Team? As it appears they will have continuous inspection requirements which serve as go/no go points in the execution of the work as indicated in the specification.

Additional qualifications for the quality control contractor has been added to Code 105.9901 as attached to Addendum 3. Refer to drawing sheet 3 for required quality control inspections.
