For Milford St over I-95 location, the Plan on Sheet 2 of 4 indicates 1 Each Type 1 Repair. However the table on Sheet 3 of 4 indicates 2 each Type 1 repairs (1 each on Girder D and another 1 each on Girder G).

The two locations shown in the table provided on Sheet 3 of 4 is correct, which indicates two (2) Type 1 repairs (1 each on Girder D and another 1 each on Girder G).

Question: Sheet 3, Note 6 of the Plans states, “Payment for grinding, testing, priming, and painting shall be considered incidental to item No. 824.9901 “Heat Straightening and Repair of Collision Damaged Girders”. However there is no Special Provision or Pay Item included in the bid documents. Furthermore, the Plans do not indicate where the heat straightening is required. Please advise. Thank you.

Answer: There is no heat straightening included in this contract. Note 6 should have been deleted from the plan sheet. The payment for the grinding, testing, priming and painting should be included in the lump sum price submitted to complete the repairs shown in this contract.

If all work is self performed, is the 10% MBE required?

Yes, because 2019-CB-115 is a 100% state-funded project, R.I. General Law 37-14.1, et seq., applies. Specifically, section -6 requires that a state department set a minimum 10% goal for Minority Business Enterprise (MBE) participation on all state procurements (See, RIGL 37-14.1-6 MBE Participation: http://webserver.rilin.state.ri.us/Statutes/TITLE37/37-14.1/37-14.1-6.HTM).
