Question #1 On Page JS-51, the following is written – “The intent of this shoring is not to raise the structure, but to provide additional vertical and lateral support to the existing pier during Phase 1 demolition & construction activities.”; and “The shoring components to provide additional vertical and lateral support shall be placed along the underside of the pier cap under each existing girder to remain, …” What is meant by the word “additional” in each sentence? Question #2 On Page JS-52, the following is written – The vertical support shoring components shall be designed to support all girder dead and live load bearing reactions at the pier. The lateral support shoring components shall be designed to support all superstructure lateral loads transferred through the girder pier bearings. All vertical and lateral support loads shall be determined by the Contractor. What is the meaning of “all” on this page as compared to the word “additional” on the previous page? Question #3 On Page JS-52, the following is written – “The lateral support components shall be designed, detailed, and erected such that the lateral support shall fully engage prior to any movement of the existing pier.” On Page JS-51, the following is written – “The shoring components to provide additional vertical and lateral support shall be placed along the underside of the pier cap under each existing girder to remain, …” How is movement of the pier cap to be determined and measured? If the shoring is attached to the pier cap, doesn’t the pier cap have to move, ever so slightly, to transfer load into the shoring?
Answer:
Question #1: The existing pier has three columns and the pier cap functions as a two span continuous structure. During Phase 1, one of these columns will be removed, eliminating some of the existing lateral support provided by this column, and causing the remaining portion of the pier cap to function as a single span structure. The "Additional" support provided by the Contractor's temporary shoring will account for these changes in the structure by supplementing the portion of the existing pier to remain under Phase 1. Question #2: Referring to the Question #1 response above, the intent of "All" is to mean all ADDITIONAL loading, or changes in load distribution, that the remaining pier structure may experience due to the elimination of the column & portion of the cap during Phase 1. The combined effect of the remaining pier and temporary shoring must provide sufficient support for the bridge during construction. The term "All" will be revised accordingly in Addendum 4. Question #3: The reference to movement on JS-52 is confusing and the sentence will be modified in Addendum 4. In general, the lateral bracing has to be designed to provide additional support to the two existing columns and the portion of the pier cap that remains during Phase 1, as required and as determined by the Contractor's Engineer.

Specifications call for soldier piles and lagging with a water tight wall. We are not aware of a way to make soldier piles and lagging water tight. Is there a specific method you are looking for to make the wall water tight?

Specifications for SOE call for 1” maximum deflection. This will be difficult to achieve with the height of excavation required for the project. Could this be relaxed to 2”?

CODE 841.9901 DRILLED SHAFT - Please confirm who is responsible to perform CSL testing of the Drilled Shafts? The specification currently indicates the Engineer is responsible however the typical industry standard is that this evaluation is performed by an independent 3rd party specialty engineering testing firm retained by the Prime Contractor.

Dowel bar splicers are required and included within the lump sum bridge replacement item. This will be clarified in a future addendum.

Given the 4-month low flow period restriction for work below El. 269 is the intent to install and remove the construction access for pier reconstruction 3 times; first season for the pilot boring program, 2nd season for phase 1 pier construction and 3rd season for phase 2 pier construction? Likewise, the control of water would need to be installed and removed for each season as well.
Answer:
JS Spec 804.9901 Pilot Boring Program, Construction Methods section 5: “The Contractor may choose to perform the subsurface exploration from either beneath the bridge or from the existing bridge deck. If from beneath the bridge, then the exploration program shall be subject to the time restrictions set forth in the environmental permits. If from the existing bridge deck, the Contractor shall be responsible for providing all required temporary traffic control, and restoring the existing bridge deck to its pre-exploration condition”. If the Contractor wishes to install the temporary access road year 1 specifically to perform the pilot borings then yes, Contractor will be required to remove it prior to the end of October. Borings performed from the bridge deck are not subject to the low flow restrictions.
