Pedestals greater than 2” shall be paid for under item code 808.0506 concrete substructure class HP ¾” abutment stems. A note will be added to the plan set by addendum. Bearing Pedestal grout is paid by the Cubic Foot. JS-103 was updated as part of addendum 5.

Any surplus material which does not require remediation will be disposed of and included in Items 703.9901-703.9906. Management of contaminated soil will be paid for under Item 202.9901. The RAWP describes the exceedances in previously tested soil, however, soil must be characterized prior to disposal. Quantities for the disposal items from Items 703.9907 - 703.9909 are included in the disposal items.

For the purposes of the bidding phase, bidders should base their bids on the project plans as advertised. It is possible that an alternative wall type could be considered during construction, however there should be no assumption in the development of the bids that an alternative would be accepted. It should also be noted that the Contractor would be responsible for confirming Moment slab, timber rail and other MSE Wall related details will conform to the Contractor proposed wall type. Any changes to these details due to the Contractor proposed wall type shall be designed and stamped by a Professional Engineer Registered in RI. Contractor shall have a Professional Geotechnical Engineer registered in RI certify that the Contractor proposed wall type is adequate for the soils and drainage at the project site. There will be no additional payment for any changes to the proposed wall type or associated work.

Multiple systems can provide the features/functions requested in the specification. However, the language of the project specification is written so restrictively in terms of the manner in which those features/functions are provided and fulfilled that all other Central Management System and Adaptive Signal Control Technology Systems in the market are precluded. Please confirm that an alternative Central Management System and Adaptive Signal Control Technology System and it's respective methods of providing and fulfilling the features/functions are acceptable?

The specification for item T12.9909 Traffic Signal Control System is not written to favor any specific Central Management System (CMS)/Adaptive Signal Control Technology (ASCT). It is a functional requirement specification to allow for various systems to be supplied by the different traffic signal controller manufacturers. The specification calls for an integrated Central Management System /Adaptive Signal Control Technology software from the same traffic signal controller manufacturer to provide to RIDOT one system to operate and maintain the corridor without the need to have multiple different systems by various manufacturers.

Please clarify how Item 203.9901 - Dewatering is paid. The Basis of Payment States that it should be an authorized lump sum of $50,000, but quest does not have the item set up that way. Please advise how this item is intended to be paid. What if the cost goes above the Estimated $50,000.00 cost?
Answer:
The specification and payment will be clarified by addendum. Note that the cost of dewatering is inclusive in several lump sum items.
