Can Rhode Island Department of Transportation provide a breakdown of the distribution of mileage per functional class?
Answer:
I was able to speak to someone from GIS about the breakdown of the 1,150 CENTERLINE miles of roadway to be surveyed (NOT the 3,050 LANE miles defined in the RFP). It breaks down like this: Interstates: 71 miles, Other Freeways/Expressways: 93 miles, Principal arterials: approx. 410 miles, Minor arterials: approx. 250 miles, Major collectors: approx. 225 miles, Minor collectors: approx. 45 miles, Locals: approx. 55 miles. A shape file is available to bidding vendors displaying the NHS routes, which are the newly revised principal arterials, other freeways and expressways, and interstates. On page 9 of the tender document it states that each Respondent must fully disclose in the Technical Proposal their insurance source(s) – i.e. both the identification of the insurance broker and source insurance company. At the point of award, the selected VENDOR will be provide certificates of insurance (FORM ACORD 25). We understand this as only the name of the insurance broker/insurance company is required for the proposal. Please confirm our understanding.
Answer:
CORRECT. The actual certification in the amounts requested will be requested of the selected VENODOR only. Disclosure of the insurance carrier/agent is required at this time. As cited in RFP, the selected carrier must be licensed in Rhode Island.

On page 4 of the tender document, it states that the Technical Proposal will be limited in length to a total of 25 pages – exclusive of exhibits. Is the Table of Contents and the RIVIP Bidder Certification Cover Sheet (3 pages) that are required for submission included in the total of 25 pages?
Answer:
The 25 Technical Pages should be in NARRATIVE format SPECIFIC TO the evaluation criteria cited in the RFP and should be considered the PRIMARY ENTRY in your proposal. These technical pages shall contain the information on which you will be evaluated and ranked. To clarify, "EXHIBITS" are NOT part of the 25 PAGES, should be minimal and included "AS NEEDED" to support your technical narrative. The TOC and Letter of Transmittal shall be considered standard administrative entries part of every proper proposal transmittal.

Select "Design Policy Memos" under Engineering documents listed for review and choose "TACS" for a numerical listing. Is RIDOT able to provide a shapefile or average route length?
Answer:
The RIDOT has provided a shape file of the NHS routes or routes that have segments on the NHS, which need to be surveyed first. The secondary state routes are shorter than the numbered highways. Among the secondary state routes, the lengths range from 0.1 mile long to about 10 miles long. Among numbered highways (Interstate, US, and RI), lengths vary with a range from about 0.5 miles to 57 miles.

Is RIDOT able to provide more details on a sentence on pg. 19 of the RFP pdf under Section 1 of Automated Pavement Data Collection Requirements, “The data shall be collected in a single pass of the vehicle and stored in an onboard computer for direct transfer to RIDOT electronically in a format acceptable to the current RIDOT PMS,” specifically the direct transfer section?
Answer:
All that is needed here is to have the data collected from the vehicle post processed and summarized in a Microsoft Access file in a format that will allow for direct import into Deighton's dTIMS software. The RIDOT will export the raw distress file from dTIMS to a MS Access file for the successful vendor to use as a data shell.

The RFP calls for weekly data deliveries. Would RIDOT accept monthly data deliveries?
Answer:
The RIDOT would like to have weekly deliveries. We, along with most other state DOTs, attended training on QA/QC of pavement condition data from the FHWA in 2015. To follow their recommendations will require a robust level of sampling. In order to keep up with this, we will need weekly data and pavement image submissions so we don't fall behind on the QA activities. How this can be done can is flexible and can be discussed in the project's start up meeting.

The RFP states that the project is a three year contract. If it is anticipated to start 2016, is the end date of July 31, 2019, as stated in the RFP, correct?
Answer:
The completion date cited is not correct. The work shall be performed in terms of data collection cycles completed per contract year; YEAR 1 shall commence upon award and end in JULY 31, 2016; YEAR 2 shall end on August 31, 2017 (RAMPS included in this cycle) and YEAR 3 shall end on July 31, 2018. Therefore the overall completion date for all services under this RFP shall be JULY 31, 2018.

Under Section A.2 Relevant Experience the RFP notes that the vendor must have successfully completed similar surveys in at least three other states. Is this requirement interpreted that the surveys must be performed for State DOTs or that the work was performed in other states? Will showing some State DOT surveys as well as other agencies with similar or larger network size satisfy this experience requirement?
Answer:
Requirement references STATE DOT surveys but Respondents may submit Municipal and County survey experience if STATE DOT experience has not been acquired. However, STATE experience is preferable and will be scored accordingly.
