We envision that Tasks 1, 2, 3, and 5 may require work both onsite and offsite. Since any expenses must be included in the firm pricing, can you give us a sense of onsite requirements other than for Task 4? For example, will the maximum of 80 hours of support, and possible additional support based on a fully-inclusive hourly rate, be onsite or will there be a mix of onsite days and remote support?
Answer:
RIDOT anticipates that a blend of onsite and offsite technical support will be needed. RIDOT will make every effort to have the onsite support provided during the weeks of onsite training.

Completing the training of all identified employees as quickly as possible is essential to RIDOT and therefore the preference would be for consecutive weeks of training.

Vendors should assume that requirements gathering sessions will be needed as part of the 80 hours of technical support.

Answer:
NO. However if your Firm is selected to provide services you must be registered in order to award contract. Please contact the RI Sec of State Office for instruction and fee information.

Answer:
YES. Please ensure however that they are properly referenced in Table of Contents and tabbed accordingly as well as referenced within your technical narrative.

The RFP states that in the “Sub-Respondents” section on p.5 that bidder are to “please include Cover Letter from SUB to PRIME prefacing each sub-consultant proposal provided”. When utilizing a subcontractor, we implement a teaming agreement and clearly discuss the breakdown of tasks and the project staffing, and include this information in the proposal. Can you please clarify the quoted statement, and advise if a separate proposal is needed for the subcontractor?
Answer:
We require that a separate proposal be provided by each sub-consultant prefaced by a dated cover letter on letterhead from SUB to PRIME identifying the project relationship and the tasks to be performed. We also require that the key resumes and applicable requirements and related experience be included as part of the sub proposal. This information will be evaluated and included in the final evaluation and scoring.
