Question:
Peroxychem, the persulfate supplier and holder of the activation chemistry patent, is recommending more sodium hydroxide than specified in the RAWP. The initial recommended dose of 25% NaOH is 13,400 pounds plus 2 to 6 additional grams of NaOH for each KG of soil to be treated.

Question:
Could you please provide clarification regarding the 25-page Technical Proposal limitation? The third bullet under Section E of the RPF, states that the technical proposal shall be “limited in length to a total of 25 pages - exclusive of exhibits, which shall be tabbed and included in the bound submission”. The last sentence of that paragraph says that all documentation in excess of 25 page maximum will be removed and discarded. Are exhibits included or excluded within the 25-page limitation? May we include the required forms and the 3-page RIVIP Bidder Certification Form, the RIDOT Scope of Work, and any supplemental Addenda as Exhibits?

1. Is this RFP subject to the Prevailing Wages? 2. Is water supply available at the Site for use to create solutions/slurries of oxidants/reductants? 3. Are underground utilities in the areas under the influence of injections mapped? If yes, can these maps be made available prior to the bid submission date? 4. In the Remedial Action Work Plan (RAWP), six new proposed injection wells are indicated. Have these wells been installed since RAWP submission? 5. Information regarding the construction and depths of the existing monitoring wells and the proposed injection wells are not included in the RFP attachments. Can this information be shared for better estimation of costs? 6. The RAWP does not contain sufficient subsurface information for developing an informed technical approach and proper estimation of costs. Can the Limited Design Investigation Report, and any other reports containing summaries of any subsurface investigations and results, be shared before the bid submittal date? 7. Are there existing access agreements or other documents indicating coordination with RIAC that could be made available for review prior to the date of bid submission? 8. Can a storage space be made available for storing injectants and associated equipment during injections? 9. Is there a limitation on the type of Disadvantaged Business Enterprise (DBE) firms that can be used to meet the 10% DBE goal? 10. During the pre-bid meeting, it was mentioned that no Surety and Bond are required. Please confirm. 11. The RFP mentions on Page 6 under Organization and Staffing, 2nd Bullet that a Hygienist with a Safety and Operations Certification in the State of Rhode Island must be maintained on staff. Our search of certifications in the State of Rhode Island did not provide a result that matches the requirement. Would a Certified Industrial Hygienist or a Certified Safety Professional be acceptable? If not, can a subcontractor be used to fulfill this requirement?
