The list on page 13 for subconsultants includes "Certificate of Authorization." Some of our subs have indicated that they are not required to have this. Do we need to indicate somewhere that these are not included, or just leave it out if not applicable?
Answer:
Pursuant to the provisions of the Rhode Island registration law regarding engineering R.I. Gen. Laws § 5-8-1 et seq., any firm who practices or offers to practice engineering within the State of Rhode Island must obtain a certificate of authorization to do so prior to practicing or offering to practice engineering in this State. If a sub-consultant will not be performing engineering tasks they are not required to have a Certificate Authorization.

Question:
Can you please clarify why RIDOT requires that it be named as an additional insured under our Professional Liability Insurance and Workers’ Compensation Insurance policies? RIDOT employees are not our employees, and therefore they do not belong on our workers’ compensation insurance. Also, professional liability insurance is designed to pay third parties for our negligent acts. If RIDOT is added to our professional liability insurance, it would be as if RIDOT were filing a negligence claim against themselves. We respectfully request that RIDOT remove the additional insured requirements from these two specific types of policies.

The insurance requirements in Section VI of the RFP are RIDOT policy.

The “Task Order Selection Criteria” on page 20 will be utilized for Task Order selection only. The Technical Proposal Selection Criteria beginning on Page 17 will be utilized to evaluate the Technical Proposals.

As a followup to the question posted on 6/8/18, if we were to start the page count from Section 2 through to Section 3, do we not page number the Subconsultant Transmittal Letter (which is not supposed to be included in this count) but then page number the subconsultant Resumes and subconsultant Current Workload (which are part of this count)? If so, then there will be some pages in Section 3 that will have a page number and some won’t, if we were to organize the proposal as laid out on page 13 of the RFP. Is this acceptable to the Department?

That is acceptable. As stated previously, the 30 Page "limit" is a guideline.

Does RIDOT have a preference in how the 30 pages should be numbered or otherwise identified? Due to the requirements in how the sections of the response are to be arranged, the pages that are contained in the 30-page count will need to be non-sequential, since some of these sheets counting toward the 30-page limit will be contained in Section 2, while others will need be arranged non-sequentially within Section 3.
Answer:
It is up to the discretion of Respondents as to how to number the pages. However, it is logical to begin with the documents listed in Section 2.

Answer:
Tabs within Sections would be helpful. Respondents will not be penalized for exceeding 30 pages. It is a guideline. This will be further clarified in an Addendum

On page 10 of the RFP there is the statement that firms submitting as a prime may not respond as a sub on another team. Is the intent to prevent firms submitting as a prime to not be a sub on another team for some of the secondary tasks such as survey or just that they can't be a sub for additional bridge work?

Firms responding as a PRIME Consultant in Bridge Preservation-Category 1 or Bridge Reconstruction-Category 2 may not respond as a Sub-consultant on another project team within that same category. However, you may respond as a Sub-Consultant in the other category.
