Page 1 of the RFP calls for providing “supporting documentation” for proposed sub-consultant(s) fully inclusive rate. Please clarify if the Prime also has to provide the same supporting documentation (i.e. RIDOT Overhead Rate approval letter).
Answer:
Yes, the Prime would be required to submit the same supporting documentation. 7/13/18: Clarification. The Prime is required to submit supporting documentation for the qualifications of their Subs, i.e., licenses and certifications. With regard to pricing, the rates submitted should be fully loaded rates. Do not include ICR (Indirect Cost Rates) documentation.

Yes, upon selection the insurance will be required from both the Prime and the Subs.

The minimum staff qualifications in the RFP state that the Project Manger, in addition to other requirements, must be registered as a Professional Engineer (Civil or Structural) in Rhode Island. Would RIDOT allow a Project Manager who has not yet received his or her RI license, but who holds a current PE in a neighboring state, and has submitted a PE application to RI that is pending at the time of proposal submission?
Answer:
Project manager must be current registered Professional Engineer (civil or Structure) in Rhode Island at the time of proposal submission. RIDOT does not accept Project Manager who has P.E. License from neighboring States or their RI P.E. license is pending.

Answer:
The prime needs to submit the Lobbying Activities form, The Debarment form, The Title VI form, the Conflicts form, the DBE Special Provision, the W-9 form, the RIVIP Cover page, SF330 and BI-001. The Sub-consultants need to submit the Lobbying Activities form, The Debarment form, and the Conflicts form.

On page 5 of the RFQ it lists underwater inspection personnel as a reimbursable expense and on the cost proposal Pricing it lists Underwater Inspector as one of the staffing categories for which rates are requested. Can respondents provide for UW inspections through direct expenses if we do not have that staff category on our team or do we need to include a sub-consultant who provides that service and provide that category in the pricing?
Answer:
Will not be accepted as a direct expense. The RFQ states that Pricing must be submitted for ALL REQUIRED categories listed on the Cost proposal sheet. If one of the categories requires a Sub-consultant then the Prime’s negotiated pricing (fully inclusive hourly rate) with the Sub must be included for that category on the cost proposal.

Please clarify how RIDOT would like to see resumes of Key Personnel presented. They appear to be requested in three different places and formats - i.e., in Form SF330, in the Staff Qualifications section as outlined on Page 7 of the RFQ, and as part of the BI-001 Form.
Answer:
We need to see resumes only once in any method chosen. - i.e., in Form SF330 or in the Staff Qualifications section as outlined on Page 7 of the RFQ. We will also need the BI-001 Form completed and documentation provided for the courses mentioned in the form.

1. The RFQ states that subconsultants must include their fees along with supporting documentation in their proposal. In accordance with the Brooks Act as well as statements contained elsewhere in the RFQ, price will not be considered as a selection criterion, nor should it be discussed in the proposal. Please reconcile how subconsultants’ pricing should be included.
Answer:
The RFQ states that Pricing must be submitted for ALL REQUIRED categories listed on the Cost proposal sheet. If one of the categories requires a Sub-consultant then the Prime’s negotiated pricing (fully inclusive hourly rate) with the Sub must be included for that category on the cost proposal. No fees or pricing are to be included in the technical proposal. All costs will be submitted in a separately sealed envelope.
