Please confirm that the data collection for this award will take place in 2021, 2022, and 2023.
Answer:
This contract will cover calendar year’s 2021, 2022, 2023. The contract would be signed in January with Data collection would commence early spring through the summer weather permitting. All pavement data collection (except for ramps) must be collected, analyzed, summarized, processed and delivered to RIDOT in its final format by JULY 31st of EACH CONTRACT YEAR. All data on “ramps” must be collected, analyzed, summarized, processed and delivered to RIDOT in its final format by AUGUST 31st for CONTRACT YEAR 2 only.

How will weather related delays apply to the Ad hoc delivery schedule?
Answer:
The DOT will be understanding with weather-related delays due to limitations of the equipment and roadway conditions for AD hoc data collection, but for our primary data collection schedule we require data to be on schedule for our mandatory FHWA reporting purposes.

Can the DOT provide a breakdown of asphalt and concrete surfaced pavements by lane miles?
Answer:
On Page 8 of the RFP under-D. SCOPE OF WORK item. # 16 of the specifies the lane mile and number of Ramps to be collected. “The approximate mileage to be collected is 3,700 lane miles in YEARS 1 and 3; and 3,050 lane miles and 450 Ramps in YEAR 2.” of that the total concrete mileage is 2.6 miles, 0.3 miles of which is to be collected every year, and 2.3 miles is Federal aid non NHS municipal.

Can the DOT provide a breakdown of mileage by functional class?
Answer:
1,150 CENTERLINE miles of roadway to be surveyed (NOT the 3,050 LANE miles defined in the RFP). It breaks down like this: Interstates approx. 71 miles, Other Freeways/Expressways: approx. 93 miles, Principal arterials: approx. 410 miles, Minor arterials: approx. 250 miles, Major collectors: approx. 225 miles, Minor collectors: approx. 45 miles, Locals: approx. 55 miles.

The RFP states that the DOT reserves the right to request Ad Hoc data collection; furthermore, the RFP requires the inclusion of lump sum fees for the Ad Hoc data collection along with lump sums for ramps and lane miles. Can the DOT specify the quantity (in lane miles) of the anticipated ad hoc data collection to enable vendor to calculate lump sum as required by the RFP?
Answer:
The Lump Sum would be to identify the additional fees for mobilization/demobilization associated with the AD Hoc data collection for the vendor, and that we would pay by the mile for anything extra.

One of the deliverables is “GPS coordinates of wheel path tract collected at 60 hrz”; can the DOT explain what GPS coordinates of wheel path tract is? Does the DOT need GPS coordinates along both wheel paths or would GPS coordinates of the lane center line (traveled path) be sufficient?
Answer:
The GPS coordinates the of the center line (traveled path) is sufficiency but at a minimum of 60hrz.
