1. What is the DOT’s current automated data collection method? 2. In light of the COVID pandemic, will RIDOT accept an electronic submission? 3. Will the successful bidder be required to secure a dTIMS license, or will RIDOT be able to grant access to their system?
Answer:
1. RIDOT’s current automated data collection is accomplished by a vendor under contract annually and electronically hosted which we download to our systems. External hard drives are also provided with the pavement condition data. 2. Submission of hard copies of the Proposals is a RI Department of Administration , Division of Purchases requirement that RIDOT does not have the authority to waive. 3. RIDOT does have software licenses for dTIMS and other systems which we would make available to our consultant.

Does RIDOT intend to continue to use dTIMS as their pavement management software, and as such, does the minimum experience stipulated in the RFP refer to pavement management experience with this particular PMS software?
Answer:
The minimum experience stipulated in the RFP refers to a company's experience in pavement management overall, not particular to this PMS software (dTIMS). We are also looking for experience in other aspects of pavement management such as deterioration modeling, cost modeling, setting treatment triggers, familiarity with DQMP’s and pavement condition information gathering processes and procedures, condition forecasting and target setting processes and procedures, capital programming processes and procedures, and GIS integration.

Is it required to have a DBE identified on the Team at the time of submittal or will committing to meet the DBE goal if awarded be sufficient?
Answer:
Per RFP 7606825 - a detailed disclosure of RI certified DBE firm(s} and proposed task assignments must be included in the Technical Proposal along with a copy of current state certification letter(s).

Based on the selection process outlined in the RFP which includes a cost component, it appears that RIDOT has determined that the scope of work in this RFP is not engineering consulting subject to the Brooks Act. Please confirm. If this is the case, please provide clarification that the respondent with the highest sum of scores of the Technical and Cost Proposal, regardless of lowest bid, will be selected.

Confirmed-RIDOT has determined that the scope of work in this RFP is not engineering consulting subject to the Brooks Act. The evaluation will be conducted per the evaluation criteria outlined on pages 12-13 of the RFP which utilizes a combination of Technical evaluation scores and cost.

The reference to electronic submission and /or input of collected data refers to any information from the evaluations in a format that will be provided electronically enabling the department to integrate into our system.

On page 4, under Technical Requirements and Deliverables, item 1, there is reference to the consultant purchasing software to perform the requested services. Can RIDOT clarify the software the consultant will be required to purchase as part of this work? Does RIDOT already have software licenses for the software applications listed?

RIDOT does have software licenses for dTIMS and other systems which we would make available to our consultant.

On page 4, under Technical Requirements and Deliverables, it states, “In general, performing preliminary investigations; and analyzing, documenting, and recommending alternatives.” On page 5, item 5.a., again refers to evaluating software alternatives. There is significant detail into updating and/or improving dTIMS throughout the RFP. Please clarify if RIDOT seeking to evaluate alternative software for pavement management, or staying with dTIMS.ons here.
Answer:
RIDOT is seeking the evaluation of the current usage of dTIMS and possible alternatives to this system, if improved systems exist. Also, to look at our software systems (deterioration modeling, cost modeling, treatment triggers, etc.), evaluate our DQMP and pavement condition information gathering processes and procedures, our condition forecasting and target setting process and procedures, our, capital programming process and procedures, and GIS integration. The results we are anticipating are recommended improvements and assist with the implementation of the improvements.
