Administrative Services Staff
The
Administrative Services Division at RIDOT serves as a support system for most activities undertaken by the Department, from contract administration to providing education and training to support the transportation-related construction industries.
Administrative Services' primary responsibilities involve the development and implementation of a comprehensive administrative support services program; ensuring the effective and efficient achievement of departmental policies, goals and objectives; ensuring that resources are utilized in conformance with State and Federal laws, rules and regulations and overseeing major department under it, including Contract Administration, the Office of Business and Community Resources and the Office on Highway Safety.
Additionally, Administrative Services has the responsibility for all RIDOT administrative, programming, coordination and liaison duties for external advancement and educational programs including the University of Rhode Island's Transportation Center. These initiatives include; development of Transportation Education Programs, Transportation Research and Outreach Programs such as RI Construction Career Days, Engineering Career Days, LTAP and Technology Transfer, Summer Transportation Institute and the administration of the National Construction Career Days Center.

Contracts and Specifications
This
section is responsible for Quest/Electronic Bidding, Champ
and Procurement for RIDOT, as well as the development and
monitoring of all Professional Services including Preliminary
Engineering and Construction contracts. Negotiates Consultant
Engineering fees and work-hours as they relate to all Engineering
projects.

Business and Community Resources Staff
This
section ensures that the Department achieves mandated
goals for Disadvantaged Business Enterprises and Women
Business Enterprises. Also ensures that contractors
and consultants under contract with RIDOT adhere to
practices and principles of affirmative action and
equal employment opportunity utilizing the On-the-Job
Training Program. Administers the Emerging Business Program, Financial Assistance initiative and the Mission 360 Supportive Services Program.

Office on Highway Safety Staff
The mission of the Office of Highway Safety, through funding
provided by the National Highway Traffic Safety Administration
(NHTSA), is to develop programs and activities that reduce
the incidence of death and injury on Rhode Island roadways.
Through public education, partnerships with public health
officials, civic organizations, municipalities, law enforcement
agencies and legislative leaders, the OHS advocates and
promotes responsible motorist and pedestrian behavior. The use of statistical analysis and surveys assists the
OHS in determining specific areas of consideration for
highway safety funding. Additionally, the OHS participates
in nationally organized campaigns for seatbelt use and
impaired driving. For these events, the OHS uses national
themes, while tailoring them to Rhode Island’s specific
environment. The degree of success of highway safety projects is found
in the reduction of deaths, severity of injuries, and reduction
in the societal costs attributable to such deaths and injuries.

RIDOT's Management and Information Systems staff was consolidated into the Department of Administration's Division of Information Technology in 2004 in an effort to better manage the state's information technology resources. The staff assigned to RIDOT headed by the Administrator, is responsible for oversight, coordination and development of all IT staff and resources. The DoIT staff assigned to RIDOT assist the department in meeting its goals effectively and efficiently by providing leadership in the application of information technology; and delivering secure, innovative, and reliable technology solutions in the most responsive and effective manner.

The Office of Human
Resources has overall responsibility for administering
a comprehensive
human resource
management program.
Human Resources staff
The Office’s responsibilities
are as follows:
• Providing technical
assistance to Divisional Administrators ;
• Managing the personnel administration system;
• Managing labor relations contract administration;
• Assuring equal opportunity in program administration;
• Administering, organizing, and coordinating staff development
and training activities;
• Coordinating management staff initiatives;
• Overseeing payroll, workers compensation, and fringe benefit programs.
The
Office seeks to provide and support a quality internal work place environment
for all employees.
Staff development needs are continuously assessed
in order to maximize the utilization of available
federal highway training
funds, with a special emphasis being placed on professional
enrichment, and workplace safety needs.

The Intermodal Section develops and implements projects in the area of rail, water, and bicycle/pedestrian transportation. This section is responsible for developing an integrated transportation system that provides convenient connections between all modes of transportation. The Intermodal Section is also responsible for the Congestion Mitigation Air Quality (CMAQ), Ferry Boat Discretionary (FBD) and Transportation Enhancement programs. They also oversee the Rideshare and Fringe Parking programs.

Traffic Research is responsible
for maintaining and updating several of the Department’s
primary database and information management systems.
These systems are listed below:
The Accident Location Reporting System (ALRS)
- all annual crash data for the State of Rhode
Island is stored, processed and analyzed through
this system. Site specific, ad hoc analyses
are also performed on request.
The Pavement Management
System (PMS) – through
network pavement data collection efforts, the
overall condition of the state maintained road
network is tracked, updated and analyzed. The
PMS generates an annual pavement rehabilitation/preservation
program within the Department’s budget
constraints. In addition to the pavement
data, Traffic Research staff also collects
a video
log of State highways that is widely used
throughout the Department.
The Highway Performance
Monitoring System (HPMS) – the HPMS is a federally mandated
program that provides an annual report to the
Federal Highway Administration (FHWA) as to
the status of Rhode Island’s highway
network. The HPMS is one of the primary tools
used by FHWA to apportion funds to the States.
Traffic
and Speed Monitoring – this
database contains all current and historic
vehicle volume, speed classification, and weight
data.
This information is used to produce the annual
Traffic and Truck Flow Maps.
In addition to managing the
above databases, the Traffic Research Section
produces several federally mandated annual reports
including the Truck Size and Weight Enforcement
Plan, The Truck Size and Weight Certification,
and the Certified Public Road Mileage.
Traffic Research is also involved
in ITS deployment statewide through contracts
for the design and installation of various types
of vehicle detection devices such as radar, acoustic,
fiber optic, peizo-electric and other non-invasive
technologies. |

The Transportation Management Center (TMC) serves as the nucleus of RhodeWays - The Rhode Island Department of Transportation's Intelligent Transportation System (ITS) Program. The TMC mission is to enhance safety, mitigate congestion, improve incident response, mainstream ITS, make recommendations for transportation technologies, and seek innovative funding sources. TMC staff manages the facility's computer and communications technologies in coordination with institutional partners from both the public and private sector (media outreach, I-95 Corridor Coalition, 911 and Amber Alert , 511national traveler information system). ITS technologies in use include: electronic message signs, closed circuit video equipment, highway advisory radios, detection equipment, road weather information systems, traffic signalization systems , information exchange systems and other devices used to manage, monitor and control traffic. |
