The Chief Engineer administers the Project Management Division, which consists of the Design Section, including Road, Bridge and Traffic Units, the Construction Management Section, Materials, Environmental and Landscaping, and Research & Technology.

Construction contract administration is the responsibility of this section. Most contracts are for the construction and rehabilitation of highways and bridges. These vary from pavement crack sealing to the relocation of a major Interstate and the construction of new limited access facilities.

Furthermore, this Department’s construction contracts have become more diverse in recent years. The Construction Management Section is currently administering contracts for the establishment of the freight rail line to remove freight trains from the Amtrak commuter tracks.

This section is also currently overseeing the construction and restoration of numerous buildings such as salt storage sheds, transfer stations, intermodal transportation facilities, as well as the restoration of old train stations.

The Construction Management Section is also working on bike paths and linear parks. Another major concentration of contracts is for the construction of an Intelligent Traffic System.
