JS-12 indicates, at the end of paragraph 2 that "The objective of the Pre-Characterization Program was to allow the selected Contractor to live load excavated material and transport it directly to Central Landfill." Is there sufficient information available to make a determination of the locations of Class 1B soils versus Class 1C soils without further testing by the Contractor? If not, it does not appear that live loading and immediate disposal will be possible without stockpiling, testing, and classification by the Contractor.
Answer:
All the soil is Type 1B and up to 2,000 tons has been pre-approved by RI Resource Recovery Corp. for use as alternate cover material (ACM) at the Johnston Central Landfill. Subsequently the quantity for Bid Item 202.9902 Load and Haul Contaminated Soil Type 1B will be revised from 300cy to 600cy and the Bid Item 202.9903 Load and Haul Contaminated Soil Type 1C will be deleted. This will be re-iterated in an Addendum.

Question:
Sheet 24 of the plans shows a temporary utility bridge truss by others. Is this the proposed location? It seems to be in conflict with the area required for demolition and reconstruction in that phase.
Answer:
The contractor shall coordinate with the utility company and determine how to perform his/her work around the temporary utility truss including but not limited to removing the existing railing and parapet prior to the installation of the temporary support if necessary.

Question:
JS-34 indicates that Gravel Borrow and Pervious Fill are included in the lump sum bridge item. Can you indicate the limits where these materials are included in the lump sum bridge item and where they are paid by the contract unit price items?
Answer:
Except for embankment repairs which is included in the bridge lump sum, Gravel Borrow and Pervious Fill items will be paid by the contract unit price.

WILL THE DEPARTMENT CONSIDER STAY-IN-PLACE FORMS FOR THE ENTIRE DECK INSTEAD OF JUST THE UTILITY BAYS?
Answer:
Except for the deck fascia, the Contractor may elect to use S-I-P forms throughout the bridge deck. Should the Contractor choose to use S-I-P’s, upon curing of the bridge deck, the Contractor shall remove a 60” x 30” section of the S-I-P form at the southwest corner of the bridge below the curb line. This exposed area of the deck underside will be utilized for future bridge inspections. This will be clarified in an addendum.

THE CONTRACT DRAWINGS STATE ANY LOOSE POINTING SHALL BE REMOVE AND REPAIRED. IT ALSO STATES THAT THIS WORK IS INCLUDED IN THE LUMP SUM BRIDGE ITEM. PLEASE CLARIFY HOW MANY LINEAR FEET OF POINTING SHOULD BE CARRIED IN THE LUMP SUM ITEM SINCE IT WILL IMPOSSIBLE TO QUANTIFY. THE DEPARTMENT SHOULD CONSIDER INCLUDING A BID ITEM BY THE LINEAR FOOT IF A QUANITITY CAN'T BE DETERMINED.
Answer:
[Revised 08/10/18-This will be clarified further in an addendum.] Prospective bidders should visit the bridge for viewing its condition prior to bidding, including but not limited to the areas of abutment pointing repairs, in order to prepare a bid he/she feels comfortable will cover the proposed work.

When Addendum No. 1 is downloaded to Quest Lite, the Certification of Bidding Requirements is still for DBE requirements not MBE. The bid proposal makes the contractor certifty that DBE contractors will be used on the project not MBE.
Answer:
RIDOT is currently in progress of developing a new Certification Form to include the phrase MBE. According to the Delegation of Authority from the State of Rhode Island’s Office of Diversity, Equity & Opportunity for Rhode Island of Transportation (RIDOT) state-funded projects, the MBE program shall be consistent with the Disadvantaged Business Enterprise (DBE) compliance criteria governed by 49 CFR 26. Therefore whether the project has a DBE or MBE goal all provisions in the Certification Form will be the same.

Question:
Since the DBE has been changed to a MBE, it is going to be difficult to meet the 10% goal. Please advise which MBE's can perform work on the project to meet the goal.
Answer:
The State of Rhode Island’s Office of Diversity, Equity & Opportunity website has a searchable directory of MBE firms. Also, as stated on website, contractors can call the Assistant Administrator – MBE Compliance for assistance in determining which MBEs can perform the proposed contract work.
