As stated in the CS Pages Appendix B: All lifting equipment, rigging devices, and other load bearing elements shall have a rated (safe lifting) capacity that is greater than or equal to 150% of the load it is carrying, as a factor of safety.

You state that trim and fine grading for subgrade for gravel subbase is incidental to item 302. This is incorrect. Section 204 - Trim and Fine grade includes grading for the subgrade after it is excavated. The trimming and fine grading stated in 302.05 is for the shaping of the top of gravel subbase.
Answer:
Trimming and Fine Grading of the roadway subgrade before placement of the subbase is paid for under Item Code 204.0100 “Trimming and Fine Grading”. Trimming and Fine Grading of the top of the subbase is incidental to Item Code 302.0100 “Gravel Borrow Subbase Course”. An addendum will be issued for Item Code 204.0100.

Question:
Specifications call for soldier piles and lagging with a water tight wall. We are not aware of a way to make soldier piles and lagging water tight. Is there a specific method you are looking for to make the wall water tight?
Answer:
Soldier Pile and lagging walls will not be required to be water tight. The Contractor shall control water that leaks through the lagging, as required, to prevent damage to proposed construction. An addendum will be issued to clarify this.

Question:
Specifications call for 1” maximum deflection. This will be difficult to achieve with the height of excavation required for the project. Could this be relaxed to 2”?
Answer:
The intention is to limit horizontal deflection of the top of the wall to prevent damage to the surrounding area being supported by the wall. The limit will be addressed in an addendum.

Please advise if the rails can be flooded with ballast since there are zero trains estimated using this rail.
Answer:
Job Specific Specification Page JS-89 states “A protection mat placed on the tracks will not be allowed as the primary means of protection for falling debris. A protection mat shall only be used as a secondary method of protecting the tracks.” This statement was included per G&W requirements. Specific materials used for protection of the tracks are subject to the review and approval of G&W Railroad.

Also, Item #1 in Quest indicates a lump sum bid price with no given bid amount or quantity, as described in the job specific specification.

The dates are defined in the CS pages under “Notice to Contractor” (CS-12). Through an upcoming addendum the dates will be included in CS-13 (R1), JS-3 (R-1) and P-26 (R1) .
