Please Clarify how the new curb is being installed in full depth areas. The curb is 18" high and the pavement structure on rt 37 is 12.5" with a 6" reveal. This leaves nothing on the front side of the curb to hold it in place. Please provide a new detail with curb lock.

A note was added to CS-7 that states Bridge 633 steel repairs shall be completed within 60 days of NTP. The NTP will probably be issued at the end of January. The blasting and painting of the existing steel would have to be completed in the winter which will make it tough. Can the steel repairs be completed in the spring when the temperatures are warmer for the blasting and painting.
Answer:
Due to recent bridge inspections, the steel repairs need to be completed within the 60 days of NTP. Application of the intermediate and top coat can be pushed until warmer weather conditions.

For the micropiles at bridges 062801 and 062901, we are dealing with low headroom conditions requiring drilling with 5’ lengths of casing. Looking at the detail on sheet 19 of 85 (Volume 5), there is a note #5 that requires no splicing of the micropile casing or core bar in the top 15’ of the pile. Can this note be modified to allow no splices within the top 5’ of the pile?
Answer:
We believe there is sufficient headroom for a 15-ft. section, however, if the final micropile design can demonstrate that the moment demand in the pile can be met with a reduced moment capacity, due to thread joints within the top 15-ft. of casing, then splicing of the casing within the top 15-ft. will be acceptable. Splicing of the core bar within the top 15-ft. is acceptable

We assume the global “design” of the precast slabs is provided in the contract plans and specifications. We assume the 8-inch slab thickness shown is adequate for the ADT Average Daily Traffic and truck traffic, design speed and other necessary parameters. We assume that Concrete-High Performance Class XX, ¾” (f’c=4,000 psi) is adequate for the 8-inch design thickness and load conditions. We assume the existing Gravel Borrow subbase and existing drainage system will provide a satisfactory foundation for this pavement section. We assume the global precast pavement slab design is the responsibility of the Design Engineer of Record for the project – Trans Systems or RIDOT, not the Contractor or precaster. Are these assumptions correct?
Answer:
Assumptions are the responsibility of the contractor. As previously noted, and as shown in the plans and specifications, the contractor is responsible for the design of the precast slabs and for the installation details of the slabs, including preparation of subgrade, to provide a suitable structure. The design submittal and all assumptions will be reviewed by the designer of record prior to precasting the slabs.

Localized cleaning and painting for Bridges 632 and 633. You have responded that the plans call for localized cleaning and painting for these bridges and item code 825.9904 will be changed to 825.9901 on the quantity plans. Please clarify where the localized areas are located since the plans don't show any areas. The plans only show the steel repairs which you indicated that any cleaning and painting for the steel repairs is paid under the steel repair item.
Answer:
Repainting areas near steel repairs, and any other areas identified by the engineer during the course of the repairs shall be paid under Item Code 825.9901. Cleaning of the immediate area around the repair area is paid under the steel repair item; all other cleaning, or additional required cleaning, is paid under Item Code 825.9901. Payment for painting under the steel repair pay item is meant to pay only for the painting of any new steel installed or the application of a primer coat on steel surfaces covered by supplemental steel installation.

Yes, the permit has provisions to allow for demolition and excavation below elevation 24.4. Only obstructions to the floodway below this elevation, are not permitted.

CS page C-6 under Section 3. Utility and Municipal Notification and Coordination under Approved Subcontractors lists approved contractors for completing the installation of underground conduits and manholes for NGrid Electric. It further states that all work performed on these facilities must be complete by a subcontractor from this listing. Two issues: 1) This list is not current. Please provide the current list. 2) NGrid Electric allows other contractors (not on this list) to complete underground primary duct systems and manholes from riser to riser that does not involve any existing live underground electric. This is the case on several current ongoing RIDOT projects with similar work. This specific issue has been discussed with NGrid in the recent past and they only require an NGrid approved contractor if the work is on existing live electric. Please consider revising the language in the CS pages to be in accordance with NGrid current practice.

Item Code 505.0100 is used for the C.I.P. Concrete Pavement (High Early Strength) closure pour at the end of the precast slab. Item 818.9903 pays for the number of square feet of precast concrete pavement in place, excluding the closure pour area.

As shown in Amtrak sketch 1, spec 02261A - Rev 1 provided in Addendum #4, the excavation for the shoring posts shown on sheet 11 volume 7 is in zone 3 and requires sheeting, which is required to be left in place. According to this specification, the excavation on sheet 11 cannot be complete as shown. Please provide a detail (and any additional pay items) for the excavation which is in conformance with the Amtrak specification.

Section 3.1-K of the Amtrak specification states that Where site specific conditions impose insurmountable restrictions to the design of temporary construction conforming to the limitations listed above, the design of temporary construction shall be developed in close coordination with Amtrak design review personnel. The contractor may work with Amtrak personnel to develop a system which will meet the necessary requirements based on these site conditions. The plan detail has been revised to show the installation of Railroad Temporary Construction sheeting which could be designed to satisfy the requirements of Amtrak railroad. If the contractor elects to construct the Temporary jacking and Shoring system shown in the plans, all costs, including the cost of railroad-required details, shall be paid under Item Code 824.9923, or Item Code 824.9924. The contractor may also elect to construct a temporary jacking and shoring system which will not interfere with rail operations. The design of the jacking and shoring system must satisfy the requirements listed in plan notes and the item Special Provision. Plans, calculations, and details shall be submitted for review and approval by the Engineer.

Railroad Protective (RRP) Liability Insurance covering the Operations performed by the Contractor within fifty (50) feet vertically or horizontally of railroad tracks. The policy shall have the following minimum limits of coverage: $2,000,000 for each Occurrence $6,000,000 for Policy Aggregate Additional specific insurance requirements will be outlined in the future Permit to Enter filed by the Contractor through RIDOT to Amtrak.

Bridges 636 and 637. In order to get equipment on the tracks to perform the work, the tracks need to be flooded. Will Amtrak be responsible to flood the tracks?

Amtrak does not perform any work related to accessibility. It will be the Contractors responsibility to obtain Amtraks approval and construct any access points required. Also, Amtrak does not allow access pads in this area of the corridor due to the allowable train speed. The corresponding Job Specifications will be revised by addendum.

In reponse to the refacing of Piers 1 and 3 - Bridge 638 - upper portion of pier cap. Please clarify how the refacing is to be completed since the concrete diaphragms are close to the pier face. Also if it can be accomplished, the added 3" would encase the ends of the precast beams. Please clarify.

Refacing shall be completed to the extent possible due to conflict with the diaphragm. Limited access is possible in various locations. Refacing of the vertical face at the beam ends shall match the existing face location. No buildout is required.

In response to the localized painting of existing steel - you have indicated that "if any beam is repaired and the plans don specify cleaning and painting, the cost of cleaning and painting the repaired beam end shall be paid under the steel repair pay item." On bridges 632 and 633, it only calls for steel repairs and does not specify cleaning and painting but the DOQ for 825.9901 includes 1100 sf for 632 and 900 sf for 633. This indicates that any cleaning and painting for the steel repair areas is paid under 825.9901. Please clarify.
Answer:
Both bridges referred to in this question call for Localized Paint Removal and Field Painting of Existing Steel as part of Item Code 825.9904. This Item Code will be corrected to Item Code 825.9901on a revised plan sheet issued in a forthcoming addendum.

Both JS Code 800.9930 and the the project plans volume 5 note a minimum low chord elevation of 24.4 for temporary work platforms. The job specific spec further notes that if the Contractor's means and methods do not meet all requirements established in regulatory permits for the project, he shall allot time to obtain revised permits. The RIDEM insignificant alterations permit is the only permit in the bid documents and does not mention anything about the Pawtuxet River, Pawtuxet River Bridges or elevation 24.4. What is the significance of a low chord elevation no lower than 24.4 for the depicted work platforms and why is this being regulated? Please provide any permit documents that may have been inadvertently left out of the bid documents.
Answer:
The RIDEM permit was approved based on all information and dimensions provided in the contract documents, including the minimum low chord elevation. This low chord was established to keep all work above the 100-year flood elevation. The permit is issued based upon this assumption.

Volume 3 sheet 10 - bridge transport diagram shows center line of pick points. The steel beams don't include any stifferners at the pick points, please clarify if any are needed.

The beams at the pick points do not require detailed steel stiffeners. It is recommended to provide temporary tight fit hard wood timber blocking between the flanges at the pick points for good measure. This will be reflected in Addendum 4 on this plan sheet.

These repairs shall be Expansion Joint Header Repair. Plan sheets with revised Repair Key will be included with a forthcoming addendum. Waterproofing and paving required for replacement of the Asphaltic Expansion joint system shall be paid under Item Code 800.9925. Items 401.9901 and 813.9910 are not being used. Item Code 818.9902, Portland Cement Concrete Deck Repairs (Full Depth Removal) calls for placement of Heat Applied Pre-Fabricated Membrane waterproofing and Class 9.5 HMA for patching. Payment for Item Code 813.0210, Heat Applied Pre-Fabricated Membrane, and Item Code 401.3003, Class 9.5 HMA for Patching is under those respective pay items and are included in the DOQ for this reason.

Volume 4 - sheet 69, Detail 2 and 3 shows lengthening the anchor bolt for the bearings due to adding concrete on top of the existing abutment cap due to the refacing. Sheet 71 - typical bearing seat concrete rehab deatil shows the refacing at the face of the abutment not on top of the abutment. The top of the abutment only gets concrete repairs as shown on sheet 59. If the grade on top of the abutemnt seat will not change, please clarify why lengthening of the anchor bolts is required.
Answer:
It is assumed that the anchor bolts will be cut for the bearing replacement to remove the existing bearing. The detail referred to (above) also shows removing the bearing seat to sound concrete (on top of the abutment) and replaced. The anchor bolts, once cut, will be extended (lengthened) to return them to their original length.

Sheet 24 and 64 - Volume 7, typical section thru abutment shows the limits of waterproofing membrane 1' past the deck edge. Can the waterproofing stop at the deck since the 1' into the approach slab would have be completed on the weekend and add many hours to the completion of the weekend work. The 1' of waterproofing on the approach slab will be very expensive.
Answer:
Assuming the question is referring to Volume 5, Sheets 24 and 64 - Since the approach slab is precast, the waterproofing may be applied prior to placement. It is recognized that there will be gaps in the waterproofing at closure pours and grouted holes. It is not intended that waterproofing be applied during the weekend closure period.

Regarding JS 936.9902 - Force Account Bank - Unexpected Amtrak Downtime. 1. The spec allows for payment of rental and leased equipment downtime, but not owned equipment. Request this be revisited. Owned equipment downtime has value, just as rented/leased equipment. Many construction companies also own equipment companies that lease the equipment to the construction company. Therefore, most construction equipment is technically leased or rented to the construction company anyway. 2. The specification states that downtime will be paid on force account for Amtrak cancellations of scheduled track outages after 9pm. It further clarifies that this is related to the 4 hour window that is actually a 3 hour work window due to de-energizing and re-energizing wires. Please clarify that the force account is to pay for any shortage of planned and properly scheduled outages, not just a cancellation after 9pm. 3. How is down time paid for scheduled foul time work, track out of service without planned OCS outages, lack of Amtrak flagmen, track foremen or other lost work time for planned and coordinated Amtrak work where Amtrak is solely responsible (either directly or indirectly) for the downtime. 4. Please provide all train schedules for this section of railroad. 5. Is coordination with any other railroad besides Amtrak required for this work?

Amtrak does not perform any work related to accessibility. It will be the Contractors responsibility to obtain Amtraks approval and construct any access points required. Please refer to standard details 8. Two sawcut lengths per joint are required for intermediate condition joint and pavement removal (steps 1-3). Two more sawcut lengths per joints are required for final condition (steps 8-11). This assumes four cuts per joint times two joints times forty foot joint length equals three hundred twenty feet. A small amount of additional cutting is assumed for full depth deck repair, leading to the quantity shown based on our calculations.

This contract calls to pereform the underside deck repairs under 818.9901 - partial deck repiars using a concrete mix. Please claridy how the underside deck repiars will be performed with a concrete mix instead of a patching material.

The Contractor may propose, with the approval of the engineer, the use of a proprietary concrete mix which meets the same physical requirements as those stated in the specification for the high early strength concrete. The mix type specified in the item Special Provision will satisfy the repair requirements, as it matches very closely the published properties of Sikacrete 321F. It should be noted that the Sikacrete Product Data Sheets lists it as a rapid hardening concrete mix.

If, during removal of damaged concrete, the removal limits exceed that shown on the plans, the contractor will then complete the repair as a Full Depth Removal deck repair. This will be a top deck repair. The quantities shown in the plan Quantity table should be used as the basis for the item bid unit price. The method of placement shall be at the contractors discretion. Concrete shall be placed in any manner which satisfies the final required condition as shown on the plans and as described in the item special provision.

The Earthwork Quality Control program states that the contractor must have their person test before any acceptance test will be done. Should we be carrying time between every lift of material to have time for our QC person to take densities and moisture readings before the state acceptance test will be started?
