Could you please clarify your response to Question No. 6 of Addendum No. 1. While it is understandable that a firm would be in conflict in reviewing a design that they have prepared for a short-line and could not be selected to do that Task Order under the Contract, the other Consulting firm would then be selected to do that review. There are however many other Tasks identified in the Contract that would not be in conflict and that could be performed by the Consultant for both the short-line and the RIDOT. With that in mind can a firm that is working for a short-line be considered for the Contract understanding that they will not be selected for Task Orders in the Contract that they will be in conflict with?
Answer:
A firm who performs engineering/plan development on a grade crossing to be funded with federal or state funds while under contract with any private railroad or grade crossing owner, cannot perform any tasks under this contract that involve reviewing the design plans they produced. However this does not preclude a firm from task orders that involve direct review of grade crossing plans they did not produce, nor from other tasks described in the scope of work that do not involve grade crossing engineering

In light of the answers provided in RFP Addendum #1, and unanswered questions on the Bid Q&A page which could significantly affect responses, will RIDOT contemplate a 2-week deadline extension?
Answer:
The due date for submissions has been changed to January 19,2018 at 11:30 am. This change will be posted in Addendum #2.

On page 3 of the Requests for letters of interest/technical proposals, the Conflicts Disclosure Statement is required to be completed by the Board of Directors and key personnel. Is it expected that the entire Board of Directors sign this statement or is our Authorized Agent's (Vice President) signature sufficient?
Answer:
Anyone in your organization that has a potential conflict should submit a Conflicts Disclosure Statement. If you are unsure whether a relationship,association or connection you have may need to be disclosed, please consult with RIDOT's Legal Office at 401-222-6510.

The RIDOT Scope of Work, Addenda, Resumes, Required Forms, References, and Standard Form 330 are NOT included in the 25-page limit but should be included in your proposal as exhibits
