Item 704.9901, RECONSTRUCT CATCH BASIN OR MANHOLE; the Distribution of Quantities note to perform this item of work at Sta 190+90 RT, but the drawing show 'RCB' - Reconstruct Type "D" Catch Basin to Catch Basin with Gutter Inlet. 'RCB' is RIDOT Item # 705.1300 and this item is not included as an item of work in the Job Specific section 704.9901. Also, to produce 'Balanced Bidding', please provide a vertical footage each contractor should carry in their bid for Item Code 704.0300 Reconstruct Catch Basin/Vertical wall. Without a quantity for each bidder to carry in their bid, each bidder will be guessing at the number of vertical feet to carry in their bid proposal, therefore leading to unbalanced bids.
Answer:
The proposed drainage work at Sta. 190+90 Rt has been revised. A new pay item has been created to reconstruct drainage structure vertical walls. The changes are included in Addendum No.4.

With multiple items in this Contract that include various other items of work (non pay items), it is imperative to know where the work is located so the contractors can figure the related work quantities in the cost of the primary item.

Item 937.9901, DEVELOPMENT AND IMPLEMENTATION OF TEMPORARY TRAFFIC CONTROL PLAN, INSTALLATION AND MAINTENANCE AND MOVEMENT OF TEMPORARY TRAFFIC CONTROL DEVICES; Please consider changing this item to a Lump Sum Unit of Measure, since there is no definition of 'Month'. Without a definition, would RIDOT pay a full month if the TTCD's are installed mid-way through the month? In addition, if work commences on April 15th and substantial completion is September 30th, that's 5 1/2 months vs the Bid Qty of 9 Months. Please clarify where the additional 3 1/2 months are paid for.

The item has been replaced with new item 937.9910 which will be paid for as a lump sum. Addendum to follow.

Answer:
The Contractor is responsible for providing an MUTCD compliant work zone at all times. This may or may not require items listed in the special provision and is determined based on the Contractors means and methods. The Contractor is responsible for all said items and costs. The information on how the contractor would be compensated for new work directed by DOT was provided in the special provision.

The bid quantity is 50,420 tons, please clarify where the remaining quantity of 7,640 tons of HMA Overlay is located.
Answer:
Each contractor is responsible to conduct its own quantity take off using their own estimating techniques and conversion factors which may or may not total the amount listed in the contract. Based on the Department’s estimating methods, the approximate tonnage for Item 401.9905 is 50,420 tons for the work shown on the plans. The quantity listed in the contract documents is an estimate. Payment is based on actual quantity placed in the field.

Item 018 - Reconstruct Catch Basin or Manhole includes reconstruction of the corbel and vertical walls. We have no way to determine the quantity of vertical wall to reconstruct in each structure. This item is normally separated into two bid items; Rebuild Corbel by the each and Reconstruct Vertical Wall by the foot. Please review and revise.

Page CS-5 #11 fourth paragraph says that the final striping will be part of RIDOT's Statewide Striping contract. The bid quantity and the DOQ includes the footage for the final epoxy striping. Please review. Also, should the 6" reflective Recessed Line (item S047) be included in this bid?

Final striping will be part of this project. Page CS-5 will be revised as part of Addendum No. 1. Yes, 6” Reflective Recessed Line will be paid for under Item S047.
